Lower house OKs extra budget for additional stimulus measures

TOKYO, Jan. 25 Kyodo -
The House of Representatives approved at a plenary session Monday evening a
supplementary budget containing stimulus measures worth 7.2 trillion yen to
shore up the weak economy.
The second extra budget for the current fiscal year through March 31, which
cleared the chamber with the support of the ruling Democratic Party of Japan
and its smaller allies, will now go to the House of Councillors for
deliberation.
The budget was approved by the lower house Budget Committee earlier in the day.
The upper house is expected to start deliberating on the budget from Tuesday,
with the ruling bloc aiming to have it clear the Diet with the upper chamber's
approval at its plenary session on Thursday, ruling bloc lawmakers said.
The Diet affairs chiefs of the DPJ and opposition parties agreed Monday to hold
an intensive debate at the lower house committee by mid-February and a
one-on-one question-and-answer session between Prime Minister Yukio Hatoyama
and the heads of opposition parties by the end of next month, participants
said.
Although the opposition parties aim to grill Hatoyama on the issues of ''money
and politics'' following the funding scandals involving aides to him and DPJ
Secretary General Ichiro Ozawa, the powerful No. 2 figure in the DPJ, the DPJ
Diet affairs chief Kenji Yamaoka and his counterparts in the opposition Liberal
Democratic Party and New Komeito party did not decide on specific topics.
The ruling bloc hopes to start deliberating on the budget for the new fiscal
year from April soon, possibly early next month, with plans to have it to clear
the Diet by the end of March.
The extra budget, the first one compiled by the Hatoyama government since its
launch last September, was put together basically by canceling some of the
measures mapped out by the previous LDP-led government.
The ruling bloc hopes to hold Hatoyama's policy speech on Friday and begin
question-and-answer sessions in both houses of the Diet early next month. The
regular Diet session convened last week to last 150 days through June 16.
