Gov't announces legislation plan for Sejong City

SEOUL, Jan. 27 (Yonhap) -- The government issued an advance legislative notice Wednesday for its plan to build a business hub in the country's central region, in a reversal of a previous plan to build an administrative city there.
In a daily government gazette, the Ministry of Land, Transport and Maritime
Affairs said it will revise five laws, including the special law on the
construction of an administrative city, to give legal guarantees to the
revisions.
The administration of President Lee Myung-bak wants to reverse an initiative by
its predecessor to relocate a number of key government offices to Sejong City,
which is under construction in South Chungcheong Province, some 150 kilometers
south of Seoul.
Under the proposed revisions, the new city would be built as a business and
science hub instead of an administrative town, with several leading South Korean
conglomerates already having agreed to set up operations there. The revisions
also include new initiatives to promote business activities.
The decision to scrap the original plan has caused a political uproar among
opposition parties, Chungcheong residents and even Lee's rival faction in the
ruling party, led by Park Geun-hye, one of the strongest contenders for the 2012
presidential election.
Four South Korean conglomerates have tentatively agreed to invest 4.38 trillion
won (US$3.87 billion) to build manufacturing and research facilities in the city
named after inventor of the Korean alphabet, King Sejong.
The Cabinet is expected to endorse the bills before President Lee Myung-bak signs
them, and the ministry is expected to deliver them to the National Assembly late
next month or in early March.
