(Yonhap Interview) G-20 must ensure balance between advanced, developing members: Mexican envoy

SEOUL, Feb. 17 (Yonhap) -- The upcoming G-20 summit of advanced and emerging
economies, scheduled to be held in Seoul later this year, should work to ensure
fair and equal participatory weight among member countries, Mexico's envoy to
Seoul said.
"Mexico's view is that an appropriate balance must be maintained in the
membership (of the G-20) between advanced and developing countries," Mauricio
Torres, Mexico's deputy chief of mission to Seoul, said in an interview with
Yonhap News Agency.
The first G-20 summit was convened in November of 2008 and was aimed at fostering
greater international cooperation amid a severe global economic downturn, which
fueled criticism that the existing G-8 summit as well as the International
Monetary Fund and World Bank failed to head off the recession and may have even
nurtured the conditions that brought it about.
Three rounds of the G-20 have since been held, with a growing consensus that the
forum has played a key role in helping the global recovery through coordinated
measures against protectionism, and implementing expansionary fiscal and eased
monetary policy.
Leaders of the G-20 countries agreed at their last summit in Pittsburgh in
September 2009 to meet again in Canada in June and in South Korea in November of
this year.
South Korea will be the first Asian nation to host the G-20 summit.
Torres, who is current in charge of the mission here, said the November summit
will be an "excellent opportunity" to promote the host nation's international
image. He pledged Mexico's full support for Seoul's successful hosting of the
meeting.
With regards to Seoul's position as mediator within the economic spectrum of the
G-20 members, the counsellor said that South Korea can act as "a bridge between
advanced and developing countries."
"A task for Korea will be to design fair and transparent working methods to
guarantee the successful performance of the G-20 Summit, including the
negotiations for its final declaration," he said.
While the agenda for the Seoul summit is still being discussed among members, he
said the emphasis will be "on economic and financial topics." He also said that
the leaders may also agree to deal in the future with other "pressing and
cross-cutting issues" related to international growth and development.
The main objective for the G-20 this year will be to contribute to creating the
"foundations for a more effective and balanced international system" through
"sustainable and equitable governance, growth and development," Torres said.
He also said that the G-20 forum should in no way substitute or conflict with the
operations of multilateral organizations, particularly the United Nations.
