Hatoyama, Ozawa agree to set up policy panel between gov't, DPJ+

TOKYO, March 8 Kyodo -
Prime Minister Yukio Hatoyama and Democratic Party of Japan Secretary General
Ichiro Ozawa agreed Monday to set up policy research forums between the
government and the ruling party, Hatoyama said, amid complaints from
rank-and-file DPJ members that there are no places they can voice their
opinions.
The agreement the two reached during their talks at the party's head office in
Tokyo effectively indicates a turnaround from the Hatoyama government's pledge
to unify the policymaking process within the Cabinet.
But Hatoyama told reporters in the evening, ''I have no intention of changing
our framework under which the government will make decisions.''
In their talks, Hatoyama, who leads the DPJ, and the ruling party kingpin Ozawa
also agreed that the government and the DPJ will launch a panel toward
formulating a campaign manifesto for the House of Councillors election expected
to be held in early July.
The DPJ's policy research committee was scrapped in tandem with the launch of
the Cabinet last September as the DPJ pledged during its campaign for the
previous month's general election that all policymaking power be transferred to
the government.
Under the previous Liberal Democratic Party-led government, the Cabinet
approved bills only after endorsement by the party's policy research council,
which was believed to have led to collusive relations between LDP lawmakers and
bureaucrats.
With the aim of reflecting the views of the ruling parties, the DPJ-led
government set up policy meetings between lawmakers holding senior posts at
each ministry and agency and ruling bloc lawmakers.
But there have been complaints from some DPJ lawmakers that the policy meetings
have not been able to function sufficiently or fully reflect their views.
According to Senior Vice Secretary General Yoshimitsu Takashima who briefed
reporters on the meeting between Hatoyama and Ozawa, the policy research forums
will be set up at each of the parliamentary committees and any of the DPJ
lawmakers can take part in them.
