As many as 12 operators -- Bharat Sanchar Nigam Ltd.
(BSNL) BSNL, Airtel, Dishnet Wireless, RCom, Vodafone,
Datacom, Idea, Loop, S Tel, Sistema Shyam, Tata Teleservices
and Unitech Wireless -- have been issued a directive in this
regard.
All these service providers have been asked to furnish
necessary compliance on above instructions to Telecom
Enforcement, Resource & Monitoring (TERM) Cell of J&K and send
a copy to DoT by April 19, 2010.
This is the second time since November last year that the
government has issued directions with regard to mobile
telephony in the state.
Earlier the Home Ministry had banned pre-paid services
for more than two and a half months in view of security
concerns.
These instructions have been issued to the service
providers by the licensor in exercise of power conferred under
clauses 10.1, 10.6, 30.1 and 41.11 of the Unified Access
Service/Cellular Mobile Telecom Service licence in the
interest of national security.
In case of bulk SMS connection/facility/SMS interface
given to the telemarketers/users with regard to J&K, this
facility will no longer be available.
"...Until further directions nobody/no organisation/no
agency will be given any facility for sending bulk SMS through
any portal to the subscribers in J&K. Facility to the existing
users is to be immediately withdrawn," the DoT said.
Besides, voice-call facility will not be given to
telemarketers, it said, adding that the existing voice-call
facility given to telemarketers will also be withdrawn
with immediate effect. PTI PML
