Foreign Secretary Fukuyama to represent Japan at NPT review forum+
TOKYO, April 30 Kyodo -
State Secretary for Foreign Affairs Tetsuro Fukuyama will represent Japan at
the nuclear nonproliferation treaty review conference beginning Monday in New
York, where he will explain about Japan's efforts to promote nuclear
disarmament and nonproliferation, the Foreign Ministry said Friday.
Fukuyama is scheduled to arrive in New York on Sunday and make a general
statement at the conference Tuesday afternoon, according to the ministry.
During the conference through May 28, Japan will focus on reaching an accord on
new nuclear disarmament measures and take part in talks on nuclear issues
related to North Korea and Iran as well as international cooperation for the
promotion of peaceful use of nuclear energy, the ministry said.
Japan will also strive to have its proposals on practical nuclear disarmament
and nonproliferation measures, announced jointly with Australia in March,
reflected in the final document of the NPT review conference.
Under a package of Japan-Australia proposals, nuclear weapon states are called
on to take, as soon as possible, such measures as providing ''stronger negative
security assurances'' of not using nuclear weapons against non-nuclear weapon
states that comply with the NPT.
The NPT designates the United States, Britain, China, France and Russia as
nuclear-weapon states.
They made statements in 1995 that they would give security assurances against
the use of nuclear weapons to non-nuclear weapon states that are parties to the
NPT. But the statements, except those from China, referred to cases of
exceptions.
In partnership with the United Nations University, Japan has suggested
bolstering cooperation with civil society in promoting education on nuclear
disarmament and nonproliferation through such steps as conveying atomic-bomb
survivors' testimonies through the Internet.
Japan also puts emphasis on peaceful use of nuclear energy in such areas as
radiation therapy for cancer treatment, as part of technical support under the
International Atomic Energy Agency.
