PRESIDENT: GOVT SERIOUSLY STRIVING TO ATTAIN FOOD SELF-SUFFICIENCY

Subang, West Java, July 24 (ANTARA) - President Susilo Bambang Yudhoyono said the government was seriously striving to attain food self-sufficiency through various agricultural development programs such as research on hybrid paddy seeds and renovating agricultural infrastructure.

"We have not been renovating or building agricultural infrastructure for a long time. We will allocate funds for this sector," the President said on Thursday when officially kicking off the Third National Paddy Week 2008 at the Paddy Plant Research Center at Sukamandi, Subang District, West Java province.

The government had from year to year continuously increased state budget fund allocations for infrastructure development, he said.

"In 2005, the funds allocated for infrastructure development totaled Rp32.9 trillion, in 2006 Rp55 trillion, in 2007 Rp64 trillion and in 2008 Rp89 trillion. And in 2009, it will be Rp99 trillion," the President said.

For the agricultural sector in particular, the government had allocated Rp14.6 trillion in funds for fertilizer subsidy in 2008, and Rp20.6 trillion in 2009, he said.

"Meanwhile, for seed subsidy, the 2008 allocation is Rp33 trillion and in 2009 Rp35 trillion," he said.

The government prioritized three programs in the agricultural sector, namely strengthening food security, intensifying research, and improving farmers' welfare, the president explained.

Meanwhile, West Java Governor Ahmad Heryawan said West Java was expected to produce 10.55 million tons of rice in 2009, or an increase of 550,000 tons from 2008.

"However, the problem is 50 percent of the irrigation systems in West Java need to be rehabilitated. Therefore, we need assistance from all parties to help achieve the rice production target," the governor said.

President Yudhoyono, who was accompanied by First Lady Ani Yudhoyono and Agriculture Minister Anton Apriyantono, on the occasion also officially opened a rice flavor analysis laboratory of the Paddy Research Center.

The head of state also presented hybrid and inbred paddy seeds to the heads of Indragiri Hulu, Banjar, Musi Banyuasin, Subang, Indramayu, Banjarnegara, Bantul, Pacitan, Sukoharjo and Karawang districts.

Yudhoyono also held a dialog with local farmers and paddy researchers.

The farmers asked the government to help improve their welfare and continue providing credits to farmers.

Meanwhile, a researcher complained that little appreciation was given to researchers who had discovered hybrid seeds.

"I will ask the agriculture minister and the cabinet secretary to review the renumeration and career systems for researchers, however, it should be done in accordance with the state's financial capability," the president said.
