Decentralization of Tehran must be carefully studied: Mayor

TEHRAN, Aug. 11 (MNA) – Tehran Mayor Mohammad Baqer Qalibaf says municipality only welcomes a carefully-studied decentralization of the capital Tehran.

The municipality welcomes relocation of universities outside Tehran, but it seems that some plans which have been drawn up are unsound, Qalibaf told the Mehr News Agency.

Asked if by unwise plans he means relocation of 40 percent of government bodies outside Tehran, Qalibaf said, “I don’t want to comment on this.”

But he said he is thinking whether it is correct or not to transfer parts of certain ministries to cities near Tehran or to divide ministries into several sections and then transfer each of them to different cities.

Qalibaf also noted according to the Tehran comprehensive plan undergraduate students must be transferred to other cities as Tehran hosts 50 percent of the country’s students.

The mayor said it is a good policy to control migration to Tehran, however,this idea is illogical not to improve the quality of life in Tehran to prevent migration.

MP Jahanbakhsh Mohebbi Nia also maintains that relocation of government bodies to outside Tehran will not be in the interests of the country unless the plan undergoes a scientific examination.

If such plan is peculiar to the current administration, the next administrations may transfer the bodies back to Tehran, said Mohebinia, a member of the parliament’s presiding board.

But if the issue is pursued through legal channels and is ratified by Majlis, the next administrations must comply with it, the MP added.

Following a directive ratified by President Mahmoud Ahmadinejad and his ministers, the administration has set a deadline of August 22 for all executive administrative offices to relocate at least 40 percent of their personnel outside the capital.

According to the new directive, the administration has also prohibited establishing any new organizations or posts in Tehran.
