Law on energy saving to be amended in Kazakhstan

ASTANA, 25 July (Khabar) - Economic and rational consumption of energyresources is expected to become one of the priorities in the state policy as the task of effective energy resource consumption was set by the head of state. Less than a year ago, this pasta factory had all of its equipment changed completely due to high energy consumption which took the major share of its profit.

Having installed the new equipment, the factory has managed to more than halve electricity consumption which also had a positiveinfluence on the plant's profit and the cost of its end products. However, the majority of domestic producers still consume and waste too much electricity.

For instance, Kazakhstan spends five times as much energy on production as in developed states. Such an approach obviously reduces the Republic's competitiveness. Kazakhstan possesses vast oil, gas, uranium and water resources but the major share of such resources are not renewable which is why the issue of their rational use is very topical.

The country has a law on energy saving but, according to specialists, it desperately requires serious amendment. Meanwhile, the Ministry for Energy and Mineral Resources is working on a draft law.

Yertysbai Aliyev, deputy head, State electricity inspection committee: - The new edition of the law will include measures to stimulate energysaving and will also include some compulsory measures such as sanctions and other mechanisms to make people save energy and resources.

The new law will also stipulate some special consumption rates and natural resource metering control as well as new mechanisms making people save more energy.

The Ministry for Energy and Mineral Resource is planning to finish developing the document at the beginning of next year in order to introduce the draft law in Parliament during the first quarter of 2009.
