Hatoyama to visit Russia in Sept., eager to advance talks on territory

Former Japanese Prime Minister Yukio Hatoyama said Wednesday he plans to visit
Russia in early September at the request of Prime Minister Naoto Kan and
expressed eagerness to meet with Russian President Dmitry Medvedev to discuss
territorial issues between the two countries.
''If I have an opportunity, I would like to have solid talks with President
Medvedev on territorial issues and expand a path (toward the settlement) even
as a little,'' Hatoyama said at a news conference in Beijing as he wrapped up a
three-day visit to China.
Hatoyama said he wants to meet Medvedev on the occasion of his planned
attendance at an international conference slated for Sept. 9 to 10 in
Yaroslavl, 260 kilometers northeast of Moscow.
''Prime Minister Kan said he wants me to go'' to Yaroslavl, Hatoyama said,
indicating he will attend the conference on behalf of Kan. Medvedev is
scheduled to take part in the event.
A Japanese Foreign Ministry official in charge of Russian affairs said a
Hatoyama-Medvedev meeting has yet to be fixed. If such a meeting were set, it
could be held in Yaroslavl or Moscow, the official said.
Hatoyama said he still regrets not being able to make progress in negotiations
with Russia over a territorial dispute. He stepped down as prime minister in
June amid a funding scandal and a row over a U.S. military base in Okinawa
Prefecture.
The decades-old territorial dispute, which has prevented Japan and Russia from
signing a peace treaty, involves Kunashiri, Etorofu, Shikotan and the Habomai
islet group -- known in Japan as the Northern Territories and in Russia as the
Southern Kurils.
Hatoyama had repeatedly shown eagerness to resolve the dispute as the grandson
of Ichiro Hatoyama, who as prime minister signed the 1956 Japan-Soviet Joint
Declaration that led to the restoration of diplomatic relations between the two
countries.
Hatoyama visited China in his capacity as head of a group of Democratic Party
of Japan lawmakers seeking to promote environmental cooperation between Japan
and China.
