PRESIDENT : MUCH PROGRESS MADE IN RI'S LEGAL REFORM

Jakarta, Aug. 4 (ANTARA) - President Susilo Bambang Yudhoyono said Indonesia had made much progress in terms of legal reform although many weaknesses still had to be overcome.
"If we are honest, we will admit that we have made much progress in reforming the legal sector," the President said here on Monday at the opening of a national working meeting of the Supreme Court (MA).
But the attainment of progress did not mean that the reform process was completed because there were still many shortcomings that needed to be overcome, according to the head of state.
"It's not true that our legal reform effort has failed. It's not true that we have not achieved anything or have remained idle. However, it's also not true that everything is running well," he said.
He said the legal reform effort had to be continued.
"I fully support the program to modernize Indonesian courts so they will be of high quality, be more efficient and be able to serve the public in the best possible way. I also support efforts to improve the performance, quality and professionalism of the Supreme Court and other judicial bodies so they can become true law-enforcement agencies," he said.
The President also said law enforcement personnel, including court judges, must have high integrity, be professional and adhere to high ethical and moral standards.
"If it can work, the state will consider fair incentives. We are studying a system of incentives for those who perform well and disincentives for those who are careless, in an effort to improve the welfare (of law enforcers)," he said.
