30 corporate leaders programme

Astana, 5 August (Khabar) - 700 billion tenge will be allocated to "30 corporate leaders" programme. A government video conference has focused on the status of the "30 corporate leaders" programme.

An electrolysis plant in Pavlodar and the first stage of a tantalum condenser powder production facility in the East Kazakhstan region were launched last year.

A special iron factory was put into service at the beginning of 2008, with another 6 projects to be launched by the end of the year and 4 more in 2009.

The Minister for the Economy and Budget Planning said that generally the programme was going well, with 26 projects underway as the government plans to allocate over 700 billion tenge to finance the projects over the next 3 years.

Bakhyt Sultanov, Minister for Economy and Budget Planning of RK:
- We've formed a list of vital projects, 30 of them have been approved by the Prime Minister and the working schedules for them have been assigned to executive bodies and organisations.

We've already considered 15 projects which are being agreed upon. At the next meeting of the state commission for economic modernization, we hope to bring the total number of projects to 45.

To qualify under the notion of corporate leaders of Kazakhstan, projects must be topical, efficient and leading to an increase in the well-being of Kazakh people.

The introduction of a gas pipeline linking Beineu, Bozoi, Shalkar and Akbulak is expected to improve the life of around 7 million
people, said The Deputy Premier Umirzak Shukeyev.

Umirzak Shukeyev, Deputy Prime Minister of RK:
- We've reached a decision to provide 50/50 financing divided between the republican budget and investors. The Ministry for Energy offered China to take part in the scheme but it hasn't received an answer yet.

We plan to finish the first stage by July 2011 and deliver gas to the southern parts of the country. The prospects are fantastic.
Such socially significant projects as "Western Europe - Western China" and the building of the Koksarai dam are also showing good results, said the Deputy Prime Minister.

58 applications are being considered in addition to
45 projects. 365 million US dollars worth of state guarantees were secured for the construction of the Moinak hydroelectric power station, the second line of the "Sever - Yug" electric main and an international power line called "Northern Kazakhstan - Aktobe region".

The Development Bank of Kazakhstan has opened lending lines for 8 projects and the Eurasian Development Bank vowed to finance 1 project. 11 projects estimated at over 13 billion US dollars are being implemented through the assistance of national companies.

During the government meeting, the Prime Minister asked for a new economically vital project to be added to the list - the construction of a new metallurgical plant in the Karaganda region and noted that the programme will be under strict control because it is part of the
president's request.

Karim Massimov, Prime Minister of RK:
- I want to state that despite the external turmoil and a slowdown in the world economy as well as problems influencing Kazakhstan, the "30 corporate leaders" scheme and the tasks set out by the president will continue to be fulfilled under constant monitoring.

Any internet user will soon be able to monitor the implementation of the break-through projects as the Premier asked for the creation of a special website to facilitate interaction with the public. The site will also show on-line updates on the building and production sites launched as part of the programme.
