Laos, Japan agreement on liberalization of investment enter into force
(KPL) Lao PDR and Japan have agreed to sign an agreement on liberalization, promotion and protection of investment to strengthen the economic relationship between two countries by promoting investment.
The agreement between Lao PDR and Japan for liberasation, promotion and protection of investment (Laos-Japan Investment Agreement) entered into force on 3 August, according to press release of Japanese Embassy on 4 August.
The agreement was signed by Deputy Prime Minister and Foreign Minister Thongloun Sisoulith and his Japanese counterpart Mr Masahoko Koumura during Japan-Mekong Foreign Ministers Meeting held in Tokyo, 16 January.
The outline of the agreement commenced in 2006 which had many negotiations on a bilateral investment as result in January 2008 two Foreign Ministers of Laos and Japan sign the agreement on liberalization, promotion and protection of investment.
In July this year, Foreign Minister Koumura and Standing Deputy Prime
Minister Somsavat Lengsavad exchanged the diplomatic notes for the entry into force of the agreement.
The agreement is to strengthen the economic relationship between Laos and Japan by promoting investment between the two countries, as a part of efforts to strengthen economic partnership between Japan and the East Asia region.
It also supports the growth strategy of Laos that focus on economic
development by promoting foreign direct investment.
This agreement stipulated not only the protection, but also liberation of investment.
For instant, the agreement provides, in principle, national
treatment and most-favoured-nation treatment which respect to
pre-establishment phase of investment; obliges the contracting parties to abide by their contracts with investors; prohibits, in principle, performance requirements that might hinder investment.
