Japan, U.S. to launch talks to strengthen defense cooperation+

WASHINGTON, Nov. 16 Kyodo - Japan and the United States will soon launch working-level talks to strengthen bilateral defense cooperation in the event of a contingency in Japan, with
hopes to renew the 1997 defense cooperation guidelines, sources related to Japan-U.S. relations said Tuesday.

The two countries decided to substantially strengthen their alliance in the
face of maritime collisions between a Chinese trawler and Japanese patrol boats
in the East China Sea and China's recent escalation of activities in the South
China Sea, the sources said.
Japanese Prime Minister Naoto Kan and U.S. President Barack Obama agreed in
their meeting in Yokohama Saturday on the sidelines of the Asia-Pacific
Economic Cooperation forum summit to issue a joint statement on deepening
Japan-U.S. security ties when Kan visits the United States next spring.
These moves reflect growing calls in the Obama administration for a tough
stance against China and for further promoting Japan-U.S. ties in the face of
Beijing's hard-line stance following the Sept. 7 maritime collisions.
North Korea's future power succession from Kim Jong Il to his son Jong Un and
Russian President Dmitry Medvedev's recent visit to Japan-claimed Kunashiri
Island off Hokkaido have also prompted Japan and the United States to work for
further deepening their ties.
The talks between the two countries, however, could hit a snag if the
relocation of the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture
becomes deadlocked, the sources said.
The United States is required to defend Japan under the 1960 Japan-U.S.
security treaty, while the 1997 Japan-U.S. defense cooperation guidelines state
that the U.S. commitment to defend Japan in the event of armed attacks
represents a core part of the two countries' defense cooperation.
In February 2005, Japan and the United States agreed on their common security
objectives with an eye on international terrorism, North Korea's nuclear
development and an emergency across the Taiwan Strait.
In the forthcoming talks, probably at director-general level, Japan and the
United States are expected to look into changes in the security environment in
the wake of China's military buildup and North Korea's nuclear and missile
development, the sources said.
