PERSGA launches training workshop on Marine Environment in Jeddah

Jeddah, August 06, SPA -- Secretary-General of the Regional
Organization for the Conservation of the Environment of the Red Sea
and Gulf of Aden (PERSGA), Prof. Ziad Abu-Ghararah launched here
today a regional training workshop for representatives from the Red
Sea and Gulf of Aden and the Gulf states at the Organization's in
Jeddah.

The workshop was held in cooperation with the International Union
for Conservation of Nature (IUCN) with participation of countries in
the region and member states of the Gulf Cooperation Council (GCC) in
addition to regional and international experts with extensive
experiences in this area, said Abu Ghararah in the opening speech.

He stressed the importance of applying compensation procedures
for the destruction of coral reefs resulting from stranded ships and
boats as a foundation to preserve the marine environment since it
makes the user of the marine environment feel and aware of financial
consequences which will lead less likely to fall in accidents leading
to damage to the environment.
"Accidents and collisions of ships and boats to coral reefs are
one of the reasons for the destruction of coral reefs in the region.
The proportion of incidents of coral reefs collision increased in
countries with a high marine tourism where the dive-boats represent a
permanent danger to coral reefs and increase the stranding rate in
those countries," he added.

"The countries in the region may loose large amounts of money in
addition to losing swathes of coral reefs resulted from accidents of
ships run aground and by using professional estimation and
compensation methods, in a scientific manner that is dif, "cult to
disprove or questioned before the courts, " he said.

"This workshop is aimed at assessing the status of the region's
ability to monitor stranding incidents and also to try to formulate
an instruction guide to formulate unified and standardized methods
and procedures for the evaluation and compensation," he added.


PERSGA is an official regional organization based in Jeddah, Saudi
Arabia, responsible for the development and implementation of
regional programmes for the protection and conservation of the marine
environment of the Red Sea and Gulf of Aden, and was formally
established in September 1996, with the signing of the Cairo
Declaration by all cooperating parties to the Jeddah Convention.
PERSGA is an intergovernmental body dedicated to the conservation of
the coastal and marine environments found in the Red Sea, Gulf of
Aqaba, Gulf of Suez, Suez Canal, and Gulf of Aden surrounding the
Socotra Archipelago and nearby waters. PERSGA’s member states
include: Djibouti, Egypt, Jordan, the Kingdom of Saudi Arabia,
Somalia, Sudan and Yemen.


PERSGA’s legal basis stems from Article XVI of the Regional
Convention for the Conservation of the Red Sea and Gulf of Aden,
known as the Jeddah Convention[1], signed in 1982: “A Regional
Organization for the Conservation of the Red Sea and Gulf of Aden
Environment, the permanent headquarters of which shall be located in
Jeddah, Saudi Arabia, is hereby established". It was not until
September 1995, however, with the signing of the Cairo Declaration[2]
during the First Council Meeting in Egypt, that PERSGA’s creation was
formally announced. Falling under the umbrella of the Arab League,
PERSGA has since become recognized as one of the leading marine
conservation organizations operating in the Red Sea region.


The development of PERSGA’s Strategic Action Plan in 1997 provides
the operational mandates governing PERSGA’s conservation activities
and programmes. Taking a step-by-step approach, the SAP(The Strategic
Action Programme )for the Red Sea and Gulf of Aden was prepared on
the premise that it would be implemented in phases, each with its own
set of particular priorities and areas of focus. The first Phase of
the SAP was implemented during 1999-2005 with the support of GEF. As
of 2006, PERSGA has been conducting its work under SAP Phase 2, which
concentrates primarily on sustainable development and institutional
strengthening.
