GOVERNMENT URGED TO PROVIDE STUDENTS WITH FREE TEXTBOOKS

Jakarta, Sept 5 (ANTARA) - The Indonesian Teachers Union (PGRI) has urged the government to provide the country's students with free textbooks.

"We have urged the government to provide students with free-of-charge but quality textbooks," PGRI chairman Sulistiyo said after meeting with Vice President Jusuf Kalla here on Friday.

Sulistiyo said if the government provided the students with free text books, the people would no longer distrust teachers in the matter of books provision.

In addition, he said, students had the right to posses quality textbooks and therefore the government should try to meet the students' need.

"We have also urged the government that 20 percent of state budget which is to be allocated for education not be channeled to the education bureaucracy but to less privileged students," Sulistiyo said.

Last August 20, 2008, President Susilo Bambang Yudhoyono at the State Palace officially launched a mass inexpensive school textbook provision program designed by the National Education Ministry.

The ministry had devised the program to enable students and teachers to access textbooks at affordable prices.

The copyrights on a number of good quality textbooks available in the program were owned by the government.

Students and teachers who want to access the books can download the program's website: http://bse.depdiknas.go.id without having to ask for permission from the government.

The National Education Ministry expressed hope that besides the central government, regional administrations could also play a role in duplicating the electronic textbooks and distribute them to schools in remote areas.

Meanwhile, National Education Minister Bambang Sudibyo said the government had bought the copyrights on 95 titles of elementary school textbooks, 72 titles of secondary school textbooks, 24 titles of senior high school textbooks, and 216 titles of vocational school textbooks.

The minister said. on the whole, there were 407 titles of textbooks which teachers and students across the country can access through the website.
"In this way, the National Education Ministry prohibits teachers from selling textbooks to students and lets the students buy them directly from retailers," Bambang said.

He expressed hope that the program would encourage equitable education for all and improve the quality of national education..
