ARAB SUMMITS

SPA - Prince Saud said that the decisions of Arab summits regarding the Arab peace initiative reflect the best expression of the need for a unified Arab strategy and the first priorities to be achieved within the Palestinian house which requires that there be only one
Palestinian authority and one government having all military and
security forces and one vision on restoring the rights of the
Palestinian people.

He pointed out that the Arab League had earlier adopted clear
decisions regarding turning the matters to normal within the
Palestinian house.

The Council of Ministers of Foreign Affairs
authorized the Secretary General to follow up this important issue.
Also Egypt is playing a distinguished effort in this regard which
prompts us to combine and harmonize these recent efforts by a
decision to be issued by the ministerial council to set up a joint
mechanism based on the outcome of previous agreements and initiatives
to seriously pursue the Palestinian dialogue, put our Palestinian
brothers before their responsibilities, and to determine who refrain
from commitment and the effective application of what is agreed upon.

Prince Saud pointed out that under this situation, Israel persists in
its aggressive policies, avoids the peace process and intensifies the
building of settlements in an attempt to change the situation on the
ground, to empty the negotiations of substance and relevance. Sensing
the danger of these practices, Saudi Arabia has submitted in
coordination with the Palestinian Authority a draft resolution to be
submitted by the Arab group in New York to the Security Council. It
is appropriate that the Council of Arab Ministers deliberates the
subject that the Arab Group demands holding a ministerial meeting of
the Security Council to discuss the issue of settlements.
He welcomed positive security developments in Iraq over the last
period in confronting terrorism and militias, the growing capacity of
national military institutions which began to assume responsibility
of security in areas of Iraq and indicators of political movement. We
hope that will develop and expand to achieve comprehensive national
reconciliation among all Iraqi people whose become clear their
commitment to the unity of Iraq and rejection of violence, subversion
and sedition between citizens of Iraq.
He renewed emphasis on the importance of refraining from interfering
in the internal affairs of Iraq, expressing deep concern on the news
which refers to continuing provision of some countries material and
military support for some militias in a clear violation of the
sovereignty of Iraq which unacceptable attempt to spread influence
and hegemony over parts of it.
Prince Saud again welcomed Doha agreement between Lebanese
leaderships patronized by Emir of Qatar Sheikh Hamad bin Khalifa Al
Thani and distinguished effort from the Arab League and its secretary
general. He blessed the election of Lebanese President Michel
Suleiman and formation of a national unity government in Lebanon,
hoping that a page is folded in using weapons between the Lebanese,
that efforts are accelerated to hold comprehensive national dialogue,
and that the efforts of the Lebanese government to extend its
authority over all Lebanese territory will succeed.
