On-line governance in action
Ust-Kamenogorsk, 12 September 2008, (Khabar) - Ust-Kamenogorsk hosted an international conference on the further development of on-line governance.
The region has been carrying out a pilot project and managed to create
on-line bridges between people and their government agencies. Specialists
say the services will eventually be larger in scope. Eastern Kazakhstan
residents can find out information about job vacancies and nursery schools
listing as well as fill in tax returns all through the Internet. Those who
doesn't have their own PCs can use public access computers. Over the last 6
years an internet service centre has been opened in the region with over 30
websites of different departments and administrations.

- Japan and Kazakhstan have a lot in common in terms of on-line governance
technologies. Kazakhstan is in some respects further along. Our population
is more conservative and reluctant to use on-line documentation. You should
never stop at what has already been achieved it is important to move
forward.
The on-line governance program is expected to be introduced through several
stages, the second of which has now been completed. For many of the
participants invited to the conference it was an interesting experience.
State funding for software will significantly increase as many current users
complain about the websites claiming they take a long time to upload and
freeze frequently. The range of on-line services is also expected to be
broadened

- People will be able to send official appeals to state agencies and make
various inquiries. It will also help to issue a letter certifying the
presence or absence of property ownership.
Statistics show that 30% of people in Eastern Kazakhstan occasionally use IT
technology, while over 25% of people are frequent users. In a bid to address
problems of information inequalities the authorities will launch free
computer literacy courses, particularly in rural areas.
