Interlocutors' report to contain known stands of separatists:

New Delhi, Jul 14 (PTI) With interlocutors on Kashmir
planning to submit their report excluding separatists' stand
if they do not come forward for talks, former Indian
Information Commisioner M M Ansari Thursday said the document
will contain their "known positions" and "well documented"
views.
"They have not met us. The known positions which are well
documented will be included. We have taken note of the widely-
known viewpoints," Ansari, who is a part of the three-member
interlocutor team, told PTI.
He said "we have approached them (separatists) requesting
them to meet us at any place and at any time to discuss the
issue."
Ansari said the submission of the report without including
the separatists' viewpoint might be criticised by them but
asserted "our effort is still to reach them as early as
possible".
"They may say that their viewpoint hasn't been taken into
consideration and that their stands are not properly
reflected. We will try to reach them. Our concern is to create
an environment for the dialogue process," Ansari said at a
book-release function here Thursday.
The book 'Article 370 - A Constitutional History of Jammu
and Kashmir' by A G Noorani is a collection of documents on
Article 370 of the Constitution, which contains provisions
related to the state of Jammu and Kashmir.
Asked if terror attacks in Indian financial hub Mumbai
would have a bearing on the report, he said "no. Both are
separate issues. They are not linked to each other."

Wednesday, head of the three-member team Dilip Padgaonkar
had said "we have repeatedly said we are ready for talks,
either open or closed door, whenever and wherever they want.
The decision has to be taken by them (the separatists).
"However, if they don't come forward, we will still
submit our report on the basis of interactions we have had
with people from various walks of life."
