 Judiciary, executive should stick to assigned roles: Pranab
       New Delhi, July 20 (PTI) Against the backdrop of
 criticism about judicial over-reach, Indian Finance Minister
 Pranab Mukherjee on Wednesday said if major organs of
 democracy do not strictly confine themselves to constitutional
 parameters then there will be some "distortions".
       Talking to a group of reporters here, he said everyone
 should play the role assigned by the constitution.
       "But now if it happens that judiciary, executive,
 legislative do not strictly confine themselves in the
 (Constitutional) parameters then some sort of distortions
 start coming," Mukherjee said.
       He said when asked about agitations against black money
 by Ramdev and other civil society members and a recent Supreme
 Court order on setting up special investigation team (SIT) to
 look into the menace.
       The Government has already filed a petition for review of
 the Supreme Court order regarding setting up the SIT.
       When asked whether the then Solicitor General (SG) Gopal
 Subramaniam exceeded his brief during the hearing, Mukherjee
 said, "No, SG told me that he did not give any comment ... We
 have filed an application. Let us wait for the outcome".
        On the efforts being made to bring back black money
 stashed in Swiss banks, Mukherjee said that India has signed a
 double tax avoidance agreement with that country last year and
 it has yet to be rectified by Swiss Parliament.
       "Unless we have proper instrumentality in place, we
 cannot get information from any country. We shall have to go
 through legal process and for that we need legal framework,"
 he said.

       Answering questions on the proposed Lokpal Bill,
 Mukherjee said: "We have more or less finalised the draft. We
 have had all party meeting which endorsed that let the
 Government draft the Bill.
       "In this case the procedure will be followed... we are
 sharing the perception with the Representatives of the civil
 society. We are talking on the behalf of the government. How
 much time Parliament will take, how can we decide. The ruling
 party does not have the absolute majority".
       The ultimate objective, he said, is to get the
 legislation passed.
       Following protest by civil rights activists Anna Hazare,
 the government constituted a joint panel to draft the Lokpal
 Bill.
       Although the panel could not reach on a consensus on
 certain crucial issues, the government is likely to introduce
 the Bill in the Monsoon session of Parliament beginning August
