He said that the forum has developed several goals which we are all looking forward to achieve, especially with regard to exploring the link between the Alliance of Civilizations and the Millennium Development Goals (MDGs), and to highlight the multiple links between the Alliance and the development and added value that can be achieved by taking the culture of development into consideration. He said that development may create the conditions underlying the maintenance of the local culture, and culture of dialogue with others at the same time. "
HE Ambassador al Buainain said that the Arab world was now experiencing a delicate stage, and “we do not want to enter into a new tunnel of the clash of civilizations and / or Islamophobia ", he noted.
HE Ambassador Al Buainain expressed the hope that the four areas of the Alliance of Civilizations which are youth, education, media, and immigration would have positive effect on the Millennium Development Goals, and its agenda, explaining that the vision of the Alliance of Civilizations, which focused on the unity of the world in its diversity, would only succeed if its objectives are translated into reality. He warned that cultural tolerance and dialogue between cultures would not prevail against extremism unless poverty is reduced.
HE ambassador al Buainain noted that Silatech initiative, which was raised by the State of Qatar, has focused on enhancing the recognition of community contributions of youth to the Economic and Social capital, and to promote the adoption of policies that stimulate increasing employment opportunities for the young people and their social integration.
Regarding education, Qatar's Permanent Representative to the Arab League said that countries that have no increase in the proportion of educated people will lack the means to cope with the challenges of internal development as well as competition due to their failure to catch up.
HE Ambassador Saleh bin Abdullah Al Buainain added that education promotes understanding and tolerance rather than intolerance and misunderstanding, pointing to the importance of exploring the linkages and complementarities between the goals of education in the Alliance of Civilizations and the objectives of the initiative (education for all) which its goals cannot be achieved without cultural understanding and respect for others. He stressed in this regard the significance of strengthening the capacities of different countries to design, implement and monitor national education strategies and programs of the Alliance of Civilizations in the field of education.
With regard to international migration, he said it is difficult to link between migration and the achievement of development goals as it could have both positive and negative impact, pointing out that the Doha Forum for the Alliance of Civilizations will consider this matter by shedding light on this complex relationship, taking into account that migration is a complex phenomenon, and that its effects vary in the country of origin than in the host country. He pointed out that immigrants can contribute to promote democracy, protect human rights in their countries of origin.
HE Al Buainain said that the Doha Forum will also focus on the tool assigned to achieve the Millennium Development Goals, mainly the media, as it is necessary for the UN Alliance of Civilizations to consolidate its presence through intensified communications and media campaign which should outline the promises made by the government and their responsibilities towards their key stakeholders. This will increase the presence of the Alliance of Civilizations and shift it from a mere political movement supported by the States Parties to become a social movement supported by stakeholders of different backgrounds.
