India-Pakistan talks, milestone in bilateral ties, regional security

New Delhi, July 30, IRNA – The recent foreign minister level talks between India and Pakistan are a milestone in bilateral relations.

That not only will ease the tension between the two countries generated after the 2008 Mumbai terrorist attacks in which around 200 people were killed, but will also pave the way for the regional security.

After a break since November 2008 Mumbai attack, the two countries in February decided to resume talks on all bilateral issues, which were earlier being discussed under Composite Dialogue.

Subsequently, talks were held at levels of Foreign Secretaries, Defence, Interior and Commerce Secretaries and other official levels.

The negotiations between the foreign ministers of the two countries, under the shadow of July 13, 2011, coordinated bomb explosion at different locations in Mumbai in which around 25 people were killed and at least 150 injured, held in a candid, cordial and constructive atmosphere, displayed that both the countries attached importance to promoting peace and security.

Meanwhile, political experts had expressed suspicion that the July 13, 2011, Mumbai attack, ahead of the foreign ministry level talks between India and Pakistan, was a handi work of CIA and Mossad.

As they wanted to derail the on-going dialogue process between the two neighbouring countries, which was stalled after 2008 Mumbai attacks by 10 gunmen.

According to the Joint Statement following meeting between India’s External Affairs Minister S M Krishna and his Pakistani counterpart Hina Rabbani Khar, both the ministers affirmed the importance of carrying forward the dialogue process with a view to resolving peacefully all outstanding issues through constructive and result oriented engagement, and to establish friendly, cooperative and good neighbourly relations between Pakistan and India.

They not only underlined the need for sustained effort by both countries to build a relationship of trust and mutually beneficial cooperation in conformity, but also agreed that terrorism poses a continuing threat to peace and security and reiterated the firm and undiluted commitment of the two countries to fight and eliminate this scourge in all its forms and manifestations.

The statements issued by both the foreign ministers, before and after the talks displayed that both the countries can move forward as good friendly neighbours who have stake in each other’s future and both the countries understand their responsibilities to the region and within the region.

Ahead of the Minister-level talks, the foreign secretaries of both the countries, Rao and Bashir finalised a slew of CBMs designed to expand cross-LoC travel and trade in Jammu and Kashmir apart from holding discussions on terror including progress in Pakistan in the probe into 2008 Mumbai attack case and ISI's links with Kashmiri separatists.

India and Pakistan have fought three wars since independence in 1947, two of them triggered by their territorial dispute over Kashmir, which remains a core issue and major hurdle in any future comprehensive peace deal.

Hope both the countries have learnt lessons from history and can move forward as good, friendly neighbors./end
