Justice Minister: Qatar Becomes Example of the State of Law and Institutions
Doha, December 04 (QNA) - Thanks to the wise directives of HH the Emir Sheikh Hamad bin Khalifa Al Thani, the State of Qatar has become an example of the state of law and institutions and at the forefront of the countries which sponsors of the rights of its citizens and anyone who lives on its territories, HE the Minister of Justice Hassan bin Abdullah al-Ghanim said.
Since taking the reins of power in the country, HH the Emir has been keenness on making Qatar the state of law and institutions. The permanent constitution of the State of Qatar had been issued to represent the cornerstone of the state of institutions and justice, HE the Minister of Justice said in an interview with Qatar News Agency (QNA).
HE the Minister of Justice noted that the country has made great strides in the amending many of laws in order to be compatible with the constitution and consistent with its articles and clauses.
HE the Minister hailed the gradual democratic approach of the Advisory Council drawn up by HH the Emir, which was culminated in his declaration of elections of the Advisory Council in the second half of 2013.
HE the Minister expressed confidence that the Qatari experience in the Advisory elections will be a pioneering and successful experience thanks to mature Qatari society, noting that the experience of the Central Municipal Council elections had established a community awareness of the electoral process.
HE Hassan bin Abdullah al-Ghanim highlighted that this democratic approach is associated with great unprecedented economic growth and dramatic development in the areas of infrastructure, health, educational, cultural, political and sports.
HE the Minister of Justice underlined that Qatar, represented by HH the Emir Sheikh Hamad bin Khalifa Al Thani, HH the Heir Apparent Sheikh Tamim bin Hamad Al Thani and HE the Premier and Foreign Minister Sheikh Hamad bin Jassim bin Jabor Al Thani, pays great attention to the developments of judiciary with all its types.
The ministry is keenness to promote its services and to establish a fair judicial that guarantees for the people their rights, HE the Minister noted.
Concerning Qatar's maintaining of the first Arab position in the rating of "Corruption Perceptions" index, HE the Minister of Justice underlined that this achievement is due to the keenness of HH the Emir and his directives to fight against corruption and eradicate its various types and dedicate this principle in all country's bodies.
Legal practice represents a main element in the state of law and institutions and in the impartiality of the judiciary, HE the Minister of Justice noted, underlined that the ministry always works to motivate the Qatari lawyers and provide them assistance, training courses and skills development.
The ministry always follows the work and performance of the Qatari lawyers and has devoted a section meant to receive the complaints against them, HE the Minister said.
HE the Minister stressed the ministry's keenness to train and develop the national cadres in the judicial field, noting that the ministry has a center for legal studies since 2001 to train the cadres and prepare them for working in the government bodies and semi-governmental organizations.
The Center has activities, courses and multi-annual programs that are supervised by experts to train judges, prosecutors, judicial assistants, court officers, law enforcement officers and new graduates to develop and update their abilities and skills, the minister added.
HE the Minister of Justice said that the ministry trains the new graduates from the faculties of law to qualify them to enhance their performance in their careers both within and outside the ministry.
HE the Minister noted that the Ministry of Justice cooperate and coordinate with other bodies concerned about the citizens' rights and interferes in the determination of any complaints it receives from any party.
Concerning the role of the Ministry's protection of intellectual property center, HE the Minister said that it follows up the implementation of laws related to intellectual property, especially that of the State of Qatar has joined many other organizations and relevant international conventions.
Talking about the role of the Qatari woman, HE the Minister said that the Ministry of Justice is one of the most ministries in the country that supports women, as there are nearly 67 percent Qatari females employees of the total Qatari staff.
HE the Minister noted that the ministry intensifies the training programs for women in order to develop their skills, adding that Qatari women have proven their worth in all positions and works. (QNA)
