Malaysian PM Highlights Features Necessary in Civil Service

PUTRAJAYA, July 2 (Bernama) -- Prime Minister Najib Razak (third from right) said civil servants must always maintain the attitude of being 'Fast, Accurate and with Integrity' in carrying out their daily tasks. He said this attitude must be supported with another acronym, namely PCI -'Productivity, Creativity and Innovation', so that the civil service would not be perceived as being easily satisfied with its achievements and daily routine; or comfortable with "business as usual". He said the Civil Service must continue to make efforts to improve performance so that the people could feel that the government and its civil service could always give better satisfaction to the public. "These two acronyms reflect the transformation process that we must always carry out, one that is more innovative which we desire as a government service that always looks for new ideas that are constructive for the people," he said when addressing the monthly assembly of the Prime Minister's Department, here. In giving an example of the success of the PCI, Najib cited the success of the government in creating the Urban Transformation Centre in Melaka recently which, according to him, could be developed swiftly. He said this was a significant innovation when the government agencies in the states and at the federal level could be placed together under one roof to make it easier for the public to carry out official transactions. He said that through such efforts, the people could make various transactions such as paying tithes for the Muslims and taxes, changing their MyKad, passports, settling their summonses and so on; all of these could be settled in one area only. "The office hours are from 8.30am to 10pm daily. This is a transformation which probably cannot be found elsewhere in the world, which we can provide to give satisfaction and comfort to the public," he said. The Prime Minister, who is a 'football fan', subsequently cited the success of the Spanish football team in lifting the Euro 2012 cup title by beating Italy 4-0 early this morning, which according to him was achieved when the team adopted a new approach which saw them playing without strikers but instead depended on the six midfielders to score the goals. "This was an unconventonal formation, one that was untested, but yet it succeeded to make Spain as the European champion. As a government, we are also looking for ideas that are unique," he said. Najib also congratulated the Implementation Coordination Unit (ICU) of the Prime Minister's Department on its success in getting recognition from the United Nations when the world body awarded the United Nations Public Service Awards (UNPSA) 2012 to the ICU for its efforts in eradicating poverty. He said the award was given for the ICU's initiative in developing the e-kasih system, awarded under the category 'Advancing Knowledge Management in Government'. He said the award should make the civil service and the government proud although there were certain parties that tried to deny the success achieved merely for political reason. The Prime Minister cited the listing of the Felda Global Ventures as an example, where initially various quarters tried to block the move but the listing eventually succeeded with encouraging results.
