WB recommends Azerbaijan to develop labor market

The World Bank (WB) encourages the development of labor market in Azerbaijan to ensure an inclusive and sustainable economic growth in the country.
This was stated in the report 'Azerbaijan - inclusive growth in a resource-rich economy', published on the WB website.
Azerbaijani government has taken a number of measures in order to improve the situation in the labor market, including the reform of labor market with the support of the WB social protection development project. The main priorities for Azerbaijan in the framework of the reform are improvement of labor market institutions and national employment services, creating conditions for employment of young people immediately after completion of studies, improvement of advisory services for building a career.
According to the report, the labor market improvement policy can be divided into three main areas - reducing the impact of certain problems in the labor market, artificially decreasing the demand for labour, development of stable labor market institutions, including those specializing in employment, as well as improving the quality of labor resources.
According to the WB recommendations, in order to reduce the impact of problems that artificially reduce the demand for labor, firstly, it is necessary to decrease the non-compliance with formalities in the process. Simplification of procedures and reduction of taxes levied for creation of new business or expansion of existing business are necessary in this area, sanctions must be imposed against employers, using informal (illegal) labor, the public awareness must be increased regarding the negative impact of illegal labor on social protection.
The national employment services must be improved in order to create reliable institutions in the labor market. A single national computerized system must be created which will contain information about all offered vacancies and training programs and centers must be established.
Improving the quality of human resources, in turn, plays an important role in the development of the country's labor market. This area also requires certain measures, including increased participation of the private sector in providing access to higher education for population. In addition, the government should invest in higher education in order to improve the quality of education, and to provide disadvantaged youth with greater access to higher education.
