AG PROPOSES RAISE IN OPERATIONAL BUDGET FOR PROSECUTORS
Semarang, Indonesia, Nov 29 (ANTARA) - Attorney General Hendarman Supandji said he had proposed a raise in the operational budget for prosecutors handling corruption cases to equal that for Corruption Eradication Commission (KPK) prosecutors.
"I have proposed to the finance minister that the budget for my prosecutors be made equal with that of KPK prosecutors," he said at a national seminar on "Strategy to Improve Indonesian Prosecutors' Performance" here Saturday.
He explained that the KPK received a budget of up to Rp300 million for handling one corruption case while the amount for the prosecutor's office was only Rp15 million. "The gap is very wide," he said.
Supandji said his office was employing a total of 19,741 people across the country, including six deputies attorney general and 31 provincial public prosecutor office heads with a total budget of Rp1.8 trillion in 2008.
"The Rp1.8 trillion budget is distributed among the 31 provincial prosecutor's offices so that each of the offices receives Rp56.5 billion to be used for paying employees, cases handling operational costs, means and facilities and others," he said.
The budget was relatively small when it was divided, he said, adding that prosecutor's offices did not only deal with corruption cases but also criminal and civil cases, administrative courts and orderliness affairs and others.
He said his proposal for a budget raise would be followed by bureaucratic reform including streamlining the AGO's bureaucratic structure and increasing its functions.
The prosecutor's offices would have instruments for assessing performance of prosecutors and working units and therefore prosecutor's office personnel deserved remuneration.
"Later prosecutors must work within a time corridor. If they perform well they will get remuneration. It is not impossible for a prosecutor who works well to receive Rp25 million a month," he said.
According to plans one of the deputies attorney deneral would present an expose on the planned bureaucratic reform and the budget required.
"In January 2009 I will also conduct an expose before the KPK, the finance minister and the minister of administrative reform. Only in July will we be possibly able to conduct an expose before the President," he said.
