GOLKAR SUPPORTS IDEA PARTY FUND CONTRIBUTORS MUST SHOW NPWPs
Jakarta, Nov 29 (ANTARA) - Golkar Party Vice Chairman Agung Laksono said his party welcomed the General Election Commission (KPU)'s decision to require anybody contributing to a political party's electoral campaign fund to show his or her taxpayer's identification number (NPWP).
"Golkar supports it. However, for the sake of certainty, it has to be based on a law ," he said to the press after opening the 4th national working meeting and briefing of legislative member candidates of the Reform Star Party (PBR).
The KPU has decided anyone contributing more than Rp20 million in campaign funds to a political party will be requested to submit his/her NPWP.
Laksono said the decision was obviously intended to ensure transparency and thus something in the public interest.
He said the decision would also not cause an increase in the NPWP holder's fiscal obligations. "So, just mentioning his or her NPWP should be no problem to the contributor concerned. The decision is also important in the framework of buidling up accountable and healthy political parties. So it is just fine," he said.
But Laksono also said it was necessary for the KPU to introduce legislation to ensure the enforcement of the rule through sanctions for violators. "Unless a law is made to ennforce it, the KPU's decision will be of no consequence," he said.
Meanwhile, Reform Star Pparty (PBR) chairman Bursah Zarnubi said it would be better if the minimum contribution to be affected by the NPWP regulation was set at Rp100 million.
He welcomed the decision as being positive for eliminating illegal contributions. "It is for improving the health of national politics," he said.
KPU chairman Abdul Hafiz Anshary said the decision to require party fund contributors to attach their NPWPs was made at a plenary session on Friday with inputs from the public and the directorate general of taxes.
Article 131 of Law No 10 of 2008 on general elections states that financial contributors to political parties , be they individuals, groups, companies or non-governmental business entities, must make their identities clearly known.
According to Hafiz what was meant by "identities" in the law was name, address, ID and NPWP.
