As of the year 2013, children aged 2 to 5 years account for 247 thousand or 8 per cent of the total population of Mongolia. 56 000 children out 247 thousand of these ages or three out of ten were not going to the kindergartens.
Recent years, the childbirth has increased, and approximately 80 thousand babies are born a year. So, the country is facing a serious problem associated with the shortage of places in kindergartens.
The law on childcare service was initiated by the President Ts.Elbegdorj and submitted to the Speaker last Friday. Considering this law as one of the most pressing issues of today’s society, parliament discussed it immediately.
On Friday, Parliament’s Standing Committee on social policy, education, culture and science approved on Tuesday this draft law with 78.6 percent vote.
The draft law says the children’s care center shall employ a teacher, assistant teacher and cook aged 18-60, and they must be educated at the minimum level of senior high school and be psychologically and physically healthy. Moreover, they must be involved in a special training.
The new law also can significantly reduce overcrowding in kindergartens and it is expected that newly created child care centers can accept 52 900 children after the law is adopted.
