PRESIDENT CALLS FOR SHORTER LAND CERTIFICATION PROCEDURES

Klaten, Dec. 16 (ANTARA) - President Susilo Bambang Yudhoyono here Tuesday called on the bureaucracy to shorten land certification procedures in order to help improve the people's welfare.

"Land should be used to improve the people's welfare and be distributed fairly. Land for development should also be used for the welfare of all," President Yudhoyono said when launching a "People-oriented Land Certification" program at the Prambanan Temple Tourism Park in Klaten, Central Java.

According to the President, the program, which was initiated by the National Land Agency (BPN), was a good example of a public service to issue land certificates.

In the program, land certification officers proactively approach the people and use information technology, the head of state said.

The land certification process in the program was easy, cheap, fast, and accurate , and freed the people from problems caused by biased information and from scalpers, he said.

The President hoped that the program could help the government achieve its targets in the agrarian field, namely the acceleration of public asset legalization, systematic agrarian reform, the utilization of neglected land, and solutions to land disputes.

The efforts to give good services to the people should also be followed by state officials, including those in the executive, legislative, and judicative branches of government, he said.

"All state officials have to work in two capacities, namely as servants of the state and servants of the people. They are responsible for rendering the best possible services to the people. It should not be the other way around -- the people serving state officials," the President said.

These principles were in line with the seven priority development programs implemented by the government since 2004, namely poverty eradication, creation of job opportunities, improvement of education and public health, infrastructure rehabilitation and development, good governance, and good public services.

On the occasion, the President symbolically handed 33 cars to the National Land Agency to support the people-oriented land certification program in the country's 33 provinces.
