GOVT FORMULATING SOP FOR TERROR HANDLING BY TNI, POLICE
Jakarta, Dec 18 (ANTARA) - The Indonesian government is preparing a standard operating procedure (SOP) for the handling of terrorism on land, in the air as well as at sea, a senior minister said.
In conneection with the plan, the Indonesian National Defence Forces (TNI) and National Police would conduct a joint exercise from December 19 to 22, Coordinating Minister for Political, Legal and Security Affairs Widodo AS said here Thursday after presiding over a coordination meeting on political, security and legal matters.
He admitted that until now there was no standard procedure for the involvement of the TNI and the police in the handling of security problems, including terrorism.
In view of that and in anticipation of terrorism threats a TNI-Police joint exercise would be staged to find a correct coordination and cooperation mechanism for the two institutions in dealing with security threats, particularly terrorism, he said.
TNI commander General Djoko Santoso meanwhile said that four scenarios would be practiced in the exercise.
The first scenario was the police as the sole executor in operations with control command in the hands of the police. The second scenario was the police being assisted by TNI with the control command held by the police. The third scenario was shifting control command to the TNI in case the police could no longer handle the situation such as in the case of hostage-taking. The fourth scenario was the TNI holding the control command such as in securing VVIPs, namely the president and the vice president.
"These are several scenarios that will be practiced in the joint TNI-Police exercise," he said.
In general, he said, the exercise was aimed at increasing capability and professionalism in early detection, prevention and execution.
Regarding the SOP he said it could be put in a presidential decree or a ministerial decision.
National Police Chief General Bambang Hendarso Danuri meanwhile said with the SOP he hoped there would be no longer confusion regarding the role of TNI and the police in dealing with terrorism in the field.
"The SOP is for the time being for dealing with terrorism so that there are no longer confusion in the field," he said.
The joint TNI-police exercise will be divided into command post exercise involving five regional police regions and four military police regions and 357 personnel and ground exercise involving around 7,000 personnel.
