PRESIDENT HANDS OVER PROCUREMENT,DEVELOPMENT PROJECT LISTS

Jakarta, Jan 5 (ANTARA) - President Susilo Bambang Yudhoyono handed over the 2009 lists of procurement and development projects to heads of government institutions, ministers, provincial governors and the finance minister here Monday.
The finance ministry' spokesperson, Harry Z Soeratin, said the lists were distributed at a State Palace ceremony under the theme "improving the people's welfare and reducing poverty."
To support national development the government spending in 2009 will be focussed on increasing education budget, improvement of public servants' and retirees' welfare and social safety-net programs such as the school operational assistance (BOS), scholarship, community health insurance, rice for the poor, cash assistance programs and the national program for self-sufficient community empowerment (PNPM).
To create stimulus for quality growth the government expenditures meanwhile will be directed to development of infrastructures, agricultural facilities and facilities to support national energy resilience, he said.
The government expects the economy to grow six percent in 2009 while the number of people under poverty line to drop 12 to 14 percent and unemployment rate to decrease to 7 to 8 percent.
In coordination with Bank Indonesia the country's inflation is expected to be below six percent and Bank Indonesia's key rate to be at an average 7.5 percent while the rupiah exchange rate to be at Rp9,400 against the US dollar or not far away from the rate assumption set in the national budget.
The year 2009 will be the first in the country's history for the national budget to reach above Rp1,000 trillion consisting of Rp716.4 trillion in central government budget and Rp320.7 trillion in transfer budget for regions.
One of the important things to note is that the budget for education remains set at 20 percent of the national budget or Rp207.4 trillion to meet the message of the constitution.
