BPK NOT KEEPING AN EYE ON REGIONAL ADMINISTRATIONS
Banda Aceh, Indonesia, Jan 7 (ANTARA) - Chairman of the National Audit Agency (BPK) Anwar Nasution reaffirmed that the BPK was not aimed at keeping an eye on the performance of the provincial and district administrations in Indonesia.
"There is therefore no need to become suspicious of the BPK, as it is even helping the regional administrations," he said on the sidelines of a public dialogue between BPK and the Aceh provincial administration here on Wednesday.
The public dialogue was participated in by Aceh Governor Irwandi Yusuf and his deputy Muhammad Nazar, Aceh Police Chief Rismawan and a number of district heads and mayors as well as the head of the province's legislative assembly (DPRD).
According to Anwar, BPK had taken six initiatives to push for accelarated development of book-keeping and financial management system of the state.
"The six initiatives are beyond the call of duty of BPK which often affect the executive and legislative authorities," he said.
Firstly, the regional government signed the management representative letter in every auditing process in the hope of showing a commitment and accountability to efforts of improving the regional financial system.
Secondly, the government fixed the date to arrive at a proper opinion without exception by working out an action plan on what has to be done, what aspect needs to be corrected, how and who will conduct them or when the schedule of activity will be put into action.
Thirdly, the government could use a local university and local auditing agency (BPKP) to make local financial system and computer application better, in addition to improving human resources (SDM) through accounting exercises and the recruitment of vocational accounting personnel.
Fourthly, BPK encouraged structural reforms of the General Service Agency (BLU), State Companies and regional administration companies to be self-reliant and cooperative.
Fifthly, the regional legislative assembly (DPRD) set up a public accountability committee to push and follow up BPK's findings on the internal control system reform, and accelarated financial development of the region including regulations on arrangements.
Sixly, BPK coordinates with ministries in a bid to work out a clear design in implementing the package regarding the law on state finances for the 2003-2004 period, following regional autonomy to replace unclear, multi interpretative and complicated regulations.
