THAILAND, TIMOR LESTE SIGN ENERGY DEVELOPMENT PACT

By D. Arul Rajoo
BANGKOK, Jan 12 (Bernama) -- Thailand and Timor Leste on Monday signed a
memorandum of understanding on energy development collaboration in the world's
newest nation which is seeking to tap its vast oil and gas resources.

The MOU was signed by Prasert Bunsumpun, chief executive officer and
president of Thailand's petroleum company, PTT Public Company Limited, and
Alfredo Pires, Timor Leste's secretary of state for natural resources.

Thai Prime Minister Abhisit Vejjajiva and Timor Leste President Jose Ramos
Horta witnessed the ceremony which was held in conjuction with the latter's
three-day visit to the country.

Horta also opened Timor Leste's embassy in Bangkok on Sunday.

Prasert said PTT was interested in seeking business partnership for both
parties to achieve a win-win energy development collaboration.

He said the business operating model of PTT, as the national energy company,
would be shared with Timor Leste as part of the upcoming establishment of the
National Energy Corporation.

A joint study on the exploration of the high potential energy resources in
the country would also be carried out, he said.

The cooperation also includes exploration and production, transmission
pipelines, gas separation plants, petrochemical and power plants.

Abhisit hailed Horta's visit, saying it symbolised the high importance
Thailand placed its bilateral relations with Timor Leste.

"The president is the first high-level guest of my administration," said
Abhisit who became the premier in last month.

While extending Thailand's willingness to assist Timor Leste in other
fields, including agriculture, Abhisit said Thailand also supported the
country's bid to become a member of Asean by 2012.

He also invited Timor Leste to attend the 42nd Asean Ministerial Meeting and
the 16th Asean Regional Forum (ARF) hosted by the country as the chairman of the
regional grouping.

Timor Leste, previously known as East Timor, a former Portuguese colony
which was invaded by Indonesia in 1975, has been seeking membership in the
10-member Asean after getting its independence in a 1999 UN-backed referendum.
