GOVT HOPING HOUSE TO ENDORSE PERPPU ON BALLOT CHECK MARKS
Jakarta, Jan 17 (ANTARA) - Home Affairs Minister Mardiyanto said the government was hoping parliament will not reject the government regulation in lieu of law (Perppu) it intends to issue on check marks on general election ballot papers.
"If the House rejected the Perppu, the coming general elections could come under threat of stagnation," the minister said after attending a meeting to discuss the government's plan to issue the Perppu and a draft government regulation on participation of state officials in election campaign here on Friday.
He said the government would consult the DPR on the Perppu after House members had returned from theit recess to pave the way for its issuance.
The minister said the government and the House had their respective arguments with regard to the check marks on ballot papers, but the government would provide the best explanations so that the election would run successfully.
Indonesia is to hold a legislative election on April 9, 2009.
Mardiyanto said it was the government's right to issue a Perppu on the validity of check marks on ballot papers which was intended to smoothen the election process and to overcome the threat of conflicts that could arise after the polls.
He said the Perppu was quite relevant with a recent decision of the Constitutional Court (MK) which regulates that a legislative seat would go to a candidate who won the most votes, not to the one based on his or her ranking on their parties' nominating lists.
Mardiyanto said the MK's decision had an implication for the ticking of ballot papers.
The government had earlier stated its determination to carry out its plan to issue a Perppu to legalize ballot papers that have been ticked twice.
The Perppu would amend a clause in the existing General Elections Law whereby ballot papers ticked more than once are considered invalid.
