Ruling party to introduce absolute life imprisonment

SEOUL, Feb. 8 (Yonhap) -- South Korea's ruling party said Sunday it will enact a
new law to introduce absolute life imprisonment without the possibility of
commutation in a bid to protect the public from murders and other brutal crimes.
The Grand National Party (GNP) said it will soon begin new legislatory efforts to
significantly toughen punishment for convicted brutal criminals such as serial
killers, by sentencing them to spend the rest of their lives in prison without
commutation or parole.
At present, many extremely brutal criminals are sentenced to life imprisonment
but are eligible for commutation or parole after about 10 years behind bars,
depending on their attitude in prison.
The GNP also said it will open discussions with the Justice Ministry and other
relevant government bodies to resume the death penalty, which has been suspended
in Korea for a decade amid fierce controversy over capital punishment.
In addition, the party said it will push to double the maximum prison term for
such crimes, which is currently set at 25 years.
The GNP's latest anti-crime effort comes, as the nation has been shocked by
suspected serial killer Kang Ho-sun, who recently confessed to killing seven
women in suburban areas south of Seoul over the past four years.
The nation was again stunned on Sunday, as a 27-year-old female kindergarten
teacher was found dead on deserted farmland on the southern resort island of Jeju
about a week after she went missing on her way home.
"The ruling party is determined to build a systematic social defense system to
protect the people from brutal criminals, like suspected serial killer Kang, and
set out to revamp the current criminal justice system," said Rep. Chang Yun-seok,
a senior policymaker of the GNP.
"We will make sure that all convicted brutal criminals would be permanently
separated from society."
GNP Chairman Park Hee-tae, meanwhile, said in a radio interview last week that
the nation has to resume executing death penalty to prevent the recurrence of
atrocious crimes, like the serial murders allegedly committed by Kang.
