DUTCH SHELL HAS BIG CHANCE TO RUN NATUNA D-ALPHA BLOCK

The Hague, Feb 8 (ANTARA) - Dutch oil company Shell has a bigger chance to cultivate Natuna D-Alpha oil field block if it is prepared to relocate its oil refinery plant from Singapore to Indonesia, an official said.

"If Shell is willing to accept our request to relocate its oil refinery process from Singapore to Indonesia, I am sure its bargaining position is stronger than those of other competitors," M Lutfi, chairman of the National Capital Investment Coordinating Board (BKPM), said here on Sunday.

Lutfi made the statement to reporters after accompanying Vice President Jusuf Kalla in a meeting with Dutch Prime Minister Jan Peter Balkenende. In the meeting, Balkenende expressed Shell's desire to take part in the cultivation of Natuna D-Alpha Block.

Up to now, there are four companies which have expressed interest in managing the D-Alpha block, namely ExxonMobil of the United States, Shell of the Netherlands, a Chinese oil company and another one from Europe.

But up to now, the government has not yet made any decision on who will be granted the opportunity to exploit the oil field.

"If Shell is willing to take part in the cultivation of upstream oil exploitation in the block, it will find nothing new. It would be interesting for the Dutch company to take part in the middle stream by relocating its refinery procession from Singapore to Indonesia," Luffi said.

He said that if Shell was prepared to move its refinery plant from Singapore to Indonesia, it would create at least 930,000 job opportunities.

Besides, it would also generate economic activities of 42 companies in the down stream area.

At present, the Indonesian government is offering to world oil companies a chance to take part in the management of Natuna D-Apha oil field.

Although the government has given state-oil company Pertamina the right to cultivate and manage the D-Alpha Block, other companies can take part as partners.***
