GOVT FISCAL STIMULI HAVE NO EFFECT ON VILLAGE ECONOMY: OBSERVER

Jakarta, Feb 8 (ANTARA) - The fiscal stimuli prepared by the government in facing the impact of global financial crisis will not much help economy in rural areas which are affected by the impact of the world economic crisis, an observer said.
"Many of the government stimuli are in the form of tax saving while not many people in villages pay taxes," Iman Sugema said here on Sunday.
He said that of the trillions of rupiah worth of fiscal stimuli, only about Rp1.05 trillion were designed for direct expenditures in villages. This was far smaller than the direct expenditures in the stimuli program for urban areas which stood at Rp9.15 trillion.
Sugema said that the form of the fiscal stimuli should be changed from tax saving to direct expenditure from the state budget.
"The tax saving which reached Rp43 trillion will not be enjoyed by villages which pay less taxes and have no taxpayers," he said.
He said villages had previously been affected by the impact of economic crisis since June 2008 while the financial sector in urban ureas were affected only in October 2008.
"The economic crisis in 1997-98 is different from the present crisis. The 1997-98 did not affect the agricultural sector while the present crisis have direct impacts on villages and cities in the country," he said.***2***
