National entrepreneurs’ forum

Astana, 24 February 2009, Khabar – A nation-wide forum of Kazakh producers of goods, works and services was held in Astana at the central machinery of the “Nur Otan” National Democratic Party. Representatives of local businesses and national companies met for the first time in order to define the core directions of mutually beneficial cooperation, conduct talks and sign agreements. Within the context of the world financial crisis, it is necessary to consolidate all efforts for the support of local producers, concluded the participants of the Forum including representatives of the industrial engineers’ union, the “Atameken Union”, the Chamber of Commerce and Industry, users of subsoil resources and large strategic enterprises.

Azat Peruashev, chairman, “Atameken Union” national economic chamber of Kazakhstan:
- We will be able to prepare the ground and create a basis for our producers to grow only through the system of such agreements and long-term orders. Otherwise, the breach that we have today may become bigger and stronger. In my opinion, this measure will play a crucial role in order to advance our technologies to a higher level of development.

The head of state pointed the issue of increasing Kazakh contents in state procurement as being of paramount significance and assigned the government to take control over it. The government plans to approve a number of extremely important documents in this area and the method of defining the national content in state purchases in the first place. It will also determine a list of enterprises which will be under monitoring. The main aim of this year is to avoid unemployment, stressed the prime minister at the forum. Karim Massimov noted that the state is doing its best so as to assist local entrepreneurs. However, entrepreneurs themselves shouldn’t set their hopes on the government alone.

Karim Massimov, Prime Minister of Kazakhstan:
- Nobody is setting you free from the issues of competitiveness of your production as it should be of high quality and correspond to all the necessary standards. Therefore, we should behave as if nobody will come to help. This is a kind of consolidating work. I am confident that the work which has been done by the working team with Mr Shukeyev at its head and with the involvement of the Nur Otan party will provide definitive results.

The prime minister raised one more considerable issue on whether the funds allocated to the four strategic banks have reached businessmen for the support of small and medium-sized businesses.

Yerlan Kozhasbay, president, Chamber of Commerce and Industry of Kazakhstan:
- Speaking as-a-matter-of-fact… not really. They have reached them partially and are being transferred but there are some problems.

Nurlan Smagulov, president, Astana Group LLC:
- We’ve heard and read about those funds from time to time, but we haven’t seen them yet. I keep in touch with chairmen of the banks and we look forward to receiving this money.

The governing bodies of “Alliance Bank”, “BTA bank”, “Khalyk bank” and “KazCommercebank” will give a report on the process of transferring the funds allocated by the state on Tuesday at a government meeting.
