26/11 accused Col Ullah of Pak Army oversees PoK phone network
Mumbai, Feb 26 (PTI) Pakistan army's Colonel R Saadat
Ullah, named as one of the accused in the 26/11 chargesheet,
is working with Special Communications Organisation, a unit of
the Pakistani army which looks after telephone networks in PoK
and northern areas.
The colonel along with another accused were shown as
wanted as they facilitated the communication between the 10
terrorists who massacred innocent people in the financial
capital of the country during November 26 and 29 last year.
According to the chargesheet running into over 11,000
pages, the Colonel was in constant touch with the accused, all
members of the Lashkar-e-Taiba.
Mumbai Police and Central security agencies have alleged
that Ullah had also provided training to militants in handling
telephone conversation through Voice over Internet Protocol.
During investigation, it was found that VoIP account was
accessed through an email account Kharak_telco@yahoo.com. This
email was accessed from 10 Internet Protocol addresses which
included that of Col Ullah's (118.107.140.138).
This address was registered in name of Col Saadat Ullah,
SCO, Qasim Road, Rawalpindi.
Headed by a Major General, the SCO was raised in July
1976 on the directive of Prime Minister of Pakistan to operate
telecommunications in PoK and Northern Areas.
Its present head is Major General Muhammad Khalid Rao.
The SCO is an army organization and was considered more
suitable to operate in PoK and Northern Areas including Gilgit
and Bulchistan so that the troops have an advantage in these
areas.
According to it own website, SCO is a government
organization and all development activities are based on
budgetary allocations.
The Internet address, which has been located to Qasim
Road at Rawalpindi, is also available on the official website
of SCO among the contact lists.
Major General Rao, who heads the organisation, is an
officer from Corps of Signals and has served on various
command, staff and instructional assignments.
Ironically, one of unidentified accused in chargesheet
is a "Major General Saheb" whose actual name could not be
remembered by the lone arrested terrorist in Mumbai Mohammed
