PERPPU ON BALLOTING TO PROTECT PEOPLE'S VOTING RIGHT : MINISTER

Jakarta, Feb 27 (ANTARA) - The government has issued a regulation in lieu of law (Perppu) on technicalities in the casting of general election votes to protect the people's right in the polls later this year, a spokesman said.

Home Affairs Minister Mardiyanto said here Friday Perppu No 1/2009 was issued to meet an urgent need and fill a hiatus in the law.

"The Perppu means that we highly respect the right of the people to elect and be elected," the minister said.

He said the government regulation in lieu of law was issued to prevent possible disputes as a result of misinterpretations on the permanent voters' lists and the marking of ballot papers.

"The possibility of disputes arising in the community is quite real and it is to prevent such disputes from happening that the Perppu has been issued," Mardiyanto said.

The regulation among other things contained clauses to correct flaws in recapitulations of permanent voters lists, validation of ballot papers marked more than once.

He said because people could only use their votiing right if their names appeared in the permanent voters list(DPT), flaws in the national DPT recapitulations could prevent eligible voters from exercising their voting right.

The Perppu, however, did not provide for the making of new DPTs but ways to enable eligible voters not included in national DPT recapitulations to vote.

He said in a number of election simulations conducted by General Elections Commission (KPU), many errors were found in the way voters marked ballot papers.

Under Law No.10/2008 ballot papers could only be marked once but many voters in the KPU simulations did it more than once.
"It is because we want to respect the votes of the people and to facilitate them in expressing their aspirations that we issued the Perppu," the minister said.
