GOVT PREPARING REGULATION ON LPG TRADING
Jakarta, March 19 (ANTARA) - The government is currently drafting a regulation on liquefied petroleum gas (LPG) trading and hopes to be able to issue it by the end of April, a senior energy official said.
Director General of Oil and Gas at the Ministry of Energy and Mineral Resources (ESDM) Evita Legowo said here on Thursday that the draft of the regulation was now still being processed by the ministry's legal affairs bureau.
"We have set a target that early next month the draft regulation would have been processed by the legal affairs bureau for further discussion with other stakeholders in mid-April, 2009" she said.
The director general, who made the remarks during a function at the Corruption Eradication Commission (KPK), said the regulation was expected to be ready for publication by the end of April.
She said that basically regulations on LPG already released in the market based on the market mechanism would not undergo changes.
"If the commodity has been released into the market it could not be withdrawn again," she said.
Evita Legowo said that LPG in the draft rule was regulated not only as merely fuel but also as a commodity used for cooling purposes.
Deputy chairman of the House of Representatives (DPR)'s Commission for Energy Affairs, Sutan Bhatoegana asked that the LPG trade regulation would include the business and social aspects in its rulings.
He said that if the LPG trading was fully left to the market mechanism, the people who were suffering from the impact of global economic crisis would be made even helpless.
"Subsidy is still needed as long as it is really provided for the needy people. After the people's economy has been improved, become stable and strong, then the commodity is left to the market mechanism," he said.
