HM King issues 8 decrees

Manama, Jan. 24 (BNA): His Majesty King Hamad bin Isa Al Khalifa today issued Royal Decree 1/2019 on re-organising the Ministry of Finance and National Economy, as follows:
The Minister of Finance and National Economy, responsible for:
First: Public Debt Management Office
Second: Future Generations Reserve Fund Council
Third: Control and Communication Directorate
Fourth: Assistant Undersecretary for Resources and Information, in charge of:
1) Human and Financial Resources Directorate
2) Financial Information Systems Directorate
3) Government Property Affairs Directorate
Fifth: Undersecretary of Financial Affairs, responsible for:
1) Assistant Undersecretary of Financial Operations, in charge of:
a. Budget Directorate
b. Project Financing Directorate
c. Treasury Directorate
d. Financial Systems Development Directorate
2) Assistant Undersecretary for Financial Relations and Cooperation, in charge of:
a. International Financial Relations Directorate
b. Government Investment Directorate
c. Privatisation and Outsourcing Directorate
3) Assistant Undersecretary for the Development and Public Revenue Policies, in charege of:
a. Public Revenue Development Directorate
b. Public Revenue Policy Directorate
c. Financial Policy Directorate
4) Assistant Undersecretary for Joint Financial Services, in charge of:
a. Internal Central Control Directorate
b. Central Directorate for Government Procurement
c. Central Efficiency Directorate
d. A number of financial resource directors to be appointed and transferred to assume the functions of joint financial services in government entities
Sixth: Undersecretary of National Economy, in charge of:
1) Assistant Undersecretary for Follow-up and Coordination, in charge of:
a. Follow-up of Implementation Directorate
b. Process Reengineering Directorate
c. Coordination and programmes Directorate
2) Assistant Undersecretary for Competitiveness and Economic Indicators, in charge of:
a. Planning and Economic Studies Directorate
b. Information and Economic Indicators Directorate
c. Competitiveness and Performance Measurement Directorate
The decree stipulates that the Civil Service Council Chairman shall issue an edict on the organisation of the Joint Financial Services, based on the recommendations of the Civil Service Bureau and the Ministry of Finance and National Economy, without prejudice to the terms of reference of each government entity.
Decree 47/2018 on re-structuring the Ministry of Finance will be abrogated.
HM the King also issued Royal Decree 2/2019, appointing Hamad Faisal Al-Maliki as Undersecretary of National Economy at the Ministry of Finance and National Economy.
The Minister of Finance and National Economy shall implement the two decrees, which take immediate effect and will be published in the Official Gazette.
HM the King issued Royal Decree 3/2019 on the organisation of the Real Estate Regulatory Authority (RERA).
The decree stipulates that RERA’s Board of Directors shall be responsible for:
A Chief Executive Officer (CEO) with the rank of Undersecretary
Four directorates, namely the Human and Financial Resources, Policies and Strategic Planning, Information and Real Estate Development and Real Estate Operations, shall report to the CEO.
The Prime Minister and ministers –each in their capacity- shall implement the decree which takes immediate effect and will be published in the Official Gazette.
HM King Hamad also issued Royal Decree 4/2019, appointing Shaikh Fahad bin Abdulrahman Al Khalifa as Director-General of the Office of the First Deputy Prime Minister with the rank of Undersecretary.
The First Deputy Prime Minister shall implement the decree which takes immediate effect and will be published in the Official Gazette.
HM the King also issued Royal Decree 5/2019, appointing Mohammed Ali Bahzad as Secretary-General of the Tender Board with the rank of Undersecretary.
The Tender Board Chairman shall implement the decree which takes immediate effect and will be published in the Official Gazette.
HM the King also issued Royal Decree 6/2019, appointing Waleed Abdulaziz Al-Sabbagh as Director-General of Clearance and Customs Services at the Interior Ministry’s Customs Affairs.
The Minister of Interior shall implement the decree which takes immediate effect and will be published in the Official Gazette.
HM King Hamad issued Royal Decree 7/2019, appointing Ahmed Mohammed Abdulkarim Al-Mannai as Chief Executive Officer of the National Communication Centre (NCC).
The Minister of Information Affairs shall implement the decree which takes immediate effect and will be published in the Official Gazette.
HM the King also issued Royal Decree 8/2019 on the Competition Promotion and Protection Authority at the Ministry of Industry, Commerce and Tourism.
The decree stipulates that the Consumer Protection Directorate at the Ministry of Industry, Commerce and Tourism shall assume the duties of the Competition Promotion and Protection Authority under the provisions of Law 31/2018 until the necessary funds are allocated for the Authority in the new sate budget, and a decree on forming its Board of Directors is issued.
The decree also stipulates that the Industry, Commerce and Tourism Ministry’s Commercial Affairs Undersecretary shall assume the responsibilities of the CEO of the Competition Promotion and Protection Authority.
The Minister of Industry, Commerce and Tourism shall implement the decree which takes immediate effect and will be published in the Official Gazette.
