GOVT TO SPEED UP ABSORPTION OF BUDGET IN Q2, Q3
Jakarta, April 16 (ANTARA) - All cabinet ministers have agreed to focus on the implementation of their respective programs in the second and third quarters of 2009 to speed up the absorption of state budget funds, a spokeperson said.
Finance Minister Sri Mulyani Indrawati said here Thursday, the absorption of state budget funds needed to be sped up to prevent an accumulation of unspent funds at the end of the year.
"The ministers agreed to focus on the implementation of their programs in the second and third quarters of 2009 so that accumulated budget absorption will not happen at the end of the year," the minister said after a coordination meeting here on Thursday.
She said that ministries/institutions which had fixed programs and fund allocations should begin to carry out the programs in the second and third quarters of 2009.
"Programs which have secured budget allocations should be carried out in the second and third quarters in order to overcome the impact of the slowing down of the economy which has been felt since the first quarter," the finance minister said.
Sri Mulayani said that ministries and state institutions should make preparations beginning from budget document preparations until the budget was disbursed.
"We will continue to monitor from month to month the budgeting process from the disbursement until the execution of physical activities. If there is a delay in it we will prepare a settlement procedure," she said.
Sri Mulyani said that her side also asked all ministers to make an inventory on various problems with regard to the absorption of the budget. "If a delay happens with the ministry of finance it would be our job and responsibility to overcome and make it speedier," she said.
The finance minister said that the realization of ministries and state institutions' expenditures up to March 31, 2009 had reached Rp36.4 trillion, or 11.3 percent of the budget ceiling.
The figure is bigger than the realization of budget in the same period a year earlier which stood at Rp28.7 trillion (9.9 percent) or in the corresponding period in 2007 which were recorded at Rp22.8 trillion (9.3 percent).
