UN SECRETARY GENERAL MAKES REPORT ON “THE SITUATION IN THE OCCUPIED TERRITORIES OF AZERBAIJAN”
Washington, 1 May (AzerTAc). UN Secretary General Ban Ki-moon made special report on the occupied territories of Azerbaijan. As known, the UN General Assembly in its 62nd session last year requested the Secretary General to make a detailed report to the 63rd session of GA on implementation of the adopted document. The Report includes replies of the OSCE MG co-chairs and the OSCE Acting Chairman to the questions they received, as well as the position of the UN member states.
The Report reflects position of the United States on behalf of the OSCE co-chair countries, and states that in the frame of meeting of the OSCE Foreign Ministers` Council in November 2007 in Madrid the co-chairs had offered a package of proposals in conformity with the fundamentals of the Helsinki Final Act to the conflicting parties. Along with the territorial integrity of Azerbaijan, the document includes the right of self-determination of people, the principles of avoiding from the threat and violence. And, as the Resolution the UN GA adopted last year didn’t include the balanced offers of the co-chairs, the co-chairs voted against the Resolution which they considered biased. Despite this, after voting the representatives of the co-chair countries stated that they support Azerbaijan`s territorial integrity. The United States consider that Azerbaijan should continue constructive discussions with Armenia and create a framework for continued regulation that includes the principles of the right of self-determination and mutual avoidance from violence.
The Report also includes position of Azerbaijan that is for peaceful resolution to Nagorno Karabakh conflict. The strategic goal of the Azerbaijan government is to liberate all the occupied lands, return of the IDPs to their homelands and establishment of lasting peace and stability in the entire Caucasus region, and finally, to define the borders of the Nagorno Karabakh region within the borders of Azerbaijan. Azerbaijan, at the same time, states that to define this status is possible only in the conditions of peace, with direct participation of both Armenian and Azerbaijani communities of Nagorno Karabakh, through legal and democratic processes. The Report notes that despite the decisions of the UN high agencies on the conflict, including the UN Security Council`s Resolutions on unconditional withdrawal of the Armenian armed forces from the occupied areas, the recommendations of the OSCE fact-finding mission that confirm illegal settlement at the occupied territory, Armenian openly ignores the mentioned documents.
Armenia`s position, according to the Report, is that the UN general Assembly`s Resolution on “The situation in the occupied territories of Azerbaijan” impedes the peace talks and also boosts military policy of Azerbaijan, which finally leads to destructive conclusions. The aggressive country considers as positive the Declaration initiated by the Russian Federation and signed in November last year in Moscow, stating that Azerbaijan erroneously interprets the clauses of Declaration and strengthens its military policy. Armenia considers that regulation of the conflict requires high professionalism and all-sided approach and cannot be solved by voting in numerous forums.
The UN Secretary General`s Report also includes positions of Belarus, Indonesia, Kazakhstan, Malaysia, Pakistan, Slovakia, Sudan, Turkey, Ukraine. The latter especially noted that it resolutely protests to using the example of Kosovo in settlement of other frozen conflicts including the Nagorno Karabakh conflict. The United Nations called on the member states to solve the conflict in the frame of international laws, noting that the situation in the occupied territories of Azerbaijan is illegal.
