SEOUL -- North Korea said Friday its second nuclear test, which took place this
week, was a self-defense measure in response to the U.N. Security Council's
punishment for its April 5 rocket launch, and that any further U.N. sanctions
would be tantamount to scrapping the Korean War armistice.
"Should the U.N. Security Council attempt further provocations, our further
self-defense measures will be inevitable in response," the North's foreign
ministry said in a statement carried by the official Korean Central News Agency.

S. Korea's consumer confidence ranks 2nd-highest among OECD countries
SEOUL -- South Korea's consumer confidence registered as the second-highest among
major global economies in April, a report showed Friday, indicating that
consumers have become less pessimistic about the short-term economic outlook.
According to the report by the Organization for Economic Cooperation and
Development (OECD), South Korea's consumer confidence index (CCI) stood at 98.5
last month, the second-highest among the member states of the international body.

SEOUL -- South Korean households' real income dropped in the first quarter of
this year amid a protracted economic slump, a government report showed Friday.
According to the report by the National Statistical Office, the average real
income adjusted for inflation amounted to 3.11 million won (US$2,478) during the
January-March quarter, down 3 percent from the same period a year earlier.

SEOUL -- The Supreme Court on Friday upheld a lower court's not guilty verdict
for former Samsung Group Chairman Lee Kun-hee, who was indicted last year on
charges of illegally transferring wealth and managerial control of the
conglomerate to his only son, Jae-yong, court officials said.
The ruling in favor of South Korea's most influential tycoon came after the top
court overruled an appellate court's guilty verdict for two former Samsung
executives charged with helping Jae-yong buy convertible bonds issued by Samsung
Everland, the conglomerate's amusement park operator and de-facto holding
company, at a below-market price in 1996.

SEOUL -- South Korean Prime Minister Han Seung-soo and his Vietnamese counterpart
Nguyen Tan Dung agreed Friday to enhance their countries' bilateral relationship
while strengthening economic cooperation.
"The two prime ministers agreed to upgrade the relationship into a strategic,
cooperative partnership that will help promote peace and prosperity in the region
as they noted the need to elevate the 'comprehensive partnership for the 21st
century' forged between the countries in 2001," Han's office said.
