Doha, October 25 (QNA) - HH the Amir Sheikh Tamim bin Hamad Al-Thani's inauguration of the second ordinary session of the first legislative term, corresponding to Shura Council's 51st annual session topped Qatari newspapers' editorials on Tuesday. All papers unanimously agreed that HH the Amir's speech on Tuesday will address the country's local policies, future priorities in various sectors, and Qatar's positions on various regional and international issues.
The speech of His Highness is of exceptional importance in its timing before the start of the FIFA World Cup Qatar 2022 tournament next month, preparing to receive football fans from all over the world, and charting the way for the rest of the decisive stations in the next eight years to achieve Qatar National Vision 2030, the papers stressed.
Al-Sharq newspaper said in its editorial that HH the Amir Sheikh Tamim bin Hamad Al-Thani on Tuesday will patronize the opening of the second ordinary session of the Shura Council, confirming HH the Amir's keenness and support for this pioneering national institution, as the Council prepares to start a new phase in its legislative process to contribute to supporting national development efforts and enhancing public participation in decision-making.
The newspaper indicated that in every new session of the Shura Council, HH the Amir delivers a speech to the nation considered a beacon illuminating the way, drawing a road map for the Council, and establishing a new stage in supporting sustainable development goals. This year's speech coincides with the 50th anniversary of the establishment of the Shura Council, which proves the wise leadership's keenness - since the establishment of the modern state and the building of its institutions, on the importance of this legislative institution, and the belief in its important and pivotal role in popular participation.
The role of the second session comes in light of the council's achievements during the first session in the legislative fields and other issues that directly affect the lives of citizens. During its first session, the council addressed several significant topics such as temporary expropriation and seizure of private property for public benefit, the two draft laws on social insurance, and military retirement. On the economic and investment side, the council discussed two decree-laws on amending some provisions of the law establishing QatarEnergy and law on amending some provisions of the law on anti-money laundering and terrorism financing.
Al-Sharq concluded by saying that the council has not neglected the topics and urgent matters that affect the lives of citizens, adding that the council discussed and addressed proposals related to topics such as inflation, the high cost of living, and the increased financial burdens in society, Qataris' reluctance to teach, the manifestations associated with marriage, the issue of Qatari job seekers, in addition to the promotion of national values and identity, and other topics on which appropriate decisions were taken, which confirms the importance of the current council as it came after the successful and fair elections last year. It is a parliament that represents citizens to propose laws and approve the general budget.
For its part, Al-Watan newspaper said that HH the Amir Sheikh Tamim bin Hamad Al-Thani will patronize the opening of the second ordinary session of the first legislative term, corresponding to Shura Council's 51st annual session on Tuesday morning at the council's headquarters.
On this occasion, His Highness will deliver a speech in which he will address the State's local policies and its future priorities in various sectors and Qatar's positions on various regional and international issues, the paper explained.
HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim stressed that His Highness' honoring the inauguration of every term of the Shura Council's ordinary session is a source of pride for the council, affirming His Highness' keenness and support for this pioneering national institution, the paper said.
HE noted that the speech that HH the Amir delivers at the beginning of every term is a beacon of inspiration that guides the council throughout its journey and paves the way towards establishing a new beginning in supporting the sustainable development goals and achieving the Qatar National Vision 2030, the paper added.

Al-Raya noted that HH the Amir has an exceptional importance this year ahead of the FIFA World Cup Qatar 2022 and the preparations to welcome football fans from all over the world, adding that the HH the Amir's speech will outline the most important targets in the next eight in the road to achieving Qatar National Vision 2030.
Al-Raya stressed the significance of the 51st session of the Shura Council as it coincides with the 50th anniversary of founding the Shura Council as a legislative institution that promote popular participation.
In the first ordinary session, the Shura Council held 35 sessions and several committee meetings, discussing all pressing issues of concern to the homeland and the citizens, most importantly the draft laws on social insurance and military retirement, in addition to other proposals addressing inflation, the high cost of living, the reluctance of Qataris from the teaching profession, employment, the promotion of national values and identity, and other vital issues, the paper noted.
The Shura Council awaits a new start with the opening of the next ordinary session, which is expected to witness many achievements based on the four pillars set by Qatar National Vision 2023 - human development, social development, economic development and environmental development - in addition to building on the accomplishment achieved by hosting the FIFA World Cup Qatar 2022 in terms of the global momentum and the strong boost to the business, tourism and other vital sectors in the country, Al-Raya concluded.
