Arab Summit/ HH the Amir's Participation in Arab Summits Enhances Joint Arab Action, Emphasizes Active Qatari Role
Doha, October 31 (QNA) - Emphasizing the State of Qatar's keenness to strengthen the mechanisms of joint Arab action, its active presence in the Arab environment, and the strong Qatari support for integration and solidarity, HH the Amir Sheikh Tamim bin Hamad Al-Thani will chair the State of Qatar's delegation to the meetings of the 31st regular session of the Arab League Council at the summit level to be held Tuesday, in Algiers, capital of the People's Democratic Republic of Algeria.
HH the Amir was keen to accept the invitation of HE President of the People's Democratic Republic of Algeria Abdelmadjid Tebboune, to participate in the work of the Algiers Summit, believing in the importance of strengthening joint Arab action and solidarity in the face of many regional and international crises.
HH the Amir will participate with Their Majesties, Excellencies, and Highnesses the leaders of Arab countries, in discussing a number of important and urgent issues on the 31st Arab League Council Summit's agenda. This includes the Palestinian file, the situations in Libya, Syria, Iraq, Lebanon, Yemen, and Sudan, the reiteration of adhering to the Arab Peace Initiative as a way to achieve peace, the establishment of a Palestinian state with Al-Quds Al-Sharif as its capital, as well as the issue of Arab food security and achievement of economic integration.
Under HH the Amir's leadership, Qatar has been a pioneer in supporting joint Arab action and many Arab causes, most importantly the Palestinian cause and achievement of stability in Syria and Libya. Qatar has a long and rich record that calls for pride. Qatar views with concern the dangers threatening the Arab world and working with all available resources to confront and ward off their dangers.
HH the Amir's first participation in the Arab summits at the Kuwait Summit, in its 25th session, in 2014 was highly appreciated, welcomed, and praised by Arab leaders, and senior officials of the League of Arab States, especially since, during this session, the State of Qatar handed over its presidency of the 24th summit, which was held in Doha in 2013.
In his speech at the opening session of the Kuwait Summit, HH late Amir of the State of Kuwait Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah praised the State of Qatar, under the leadership of HH the Amir Sheikh Tamim bin Hamad Al-Thani, for the appreciable efforts, the vigorous follow-up to the work of the Arab Summit in its previous session, and the decisions made that contributed to supporting joint Arab action.
Former Secretary-General of the League of Arab States Dr. Nabil Elaraby also thanked HH the Amir Sheikh Tamim bin Hamad Al-Thani for the State of Qatar's presidency of the 24th session of the Arab Summit and the efforts it made to implement the summit's decisions. He also welcomed the HH the Amir's first participation in the work of the summit in Kuwait.
During the successive Arab summits, in which HH the Amir was keen to participate in at the summit level, His Highness's words focused on the most prominent issues that occupy the Arab collective conscience, foremost of which is the Palestinian cause, emphasizing that it is an issue of fate, and that stability and security in the region will not be achieved without a just settlement of the Palestinian issue according to resolutions of international and Arab legitimacy. Additionally, His Highness focused on the situations in Syria, Libya, Yemen, Iraq, and Somalia.
Also, during successive Arab summits, His Highness' words anticipated the situation in the Arab region, the importance of solidarity and economic integration, and of arrangement of the internal Arab house in the face of international and regional challenges.
Kuwait Summit 2014
In his speech, during the 25th summit in Kuwait, HH the Amir Sheikh Tamim bin Hamad Al-Thani affirmed that the Palestinian issue and the Arab-Israeli conflict remain the most important challenge facing the Arab nation. The intransigent Israeli policies represent a major obstacle to moving forward in achieving the desired peace by avoiding the implementation of international resolutions and adding new conditions in each round of negotiations, HH highlighted.
His Highness added that Israel wants to normalize the international community to its ongoing violation of international law by continuing the settlement policy, the Judaization of Jerusalem, and the serious attacks on the sanctity of the blessed Al-Aqsa Mosque, which made Arab people question the entire peace process.
HH the Amir stressed the importance of a just and peaceful settlement, but the continuation of settlements and the settlers’ attacks on the Palestinians, the lack of a negotiating reference, and the rise of Israeli conditions, deprive the negotiations of any meaning. Israel should realize that the only possible solution to ending the Arab-Israeli conflict and achieving a comprehensive and just peace is to completely withdraw from all occupied Palestinian and Arab lands and establish an independent Palestinian state with Al-Quds Al-Sharif as its capital, His Highness said.
HH the Amir also warned that the continuation of the siege on the Gaza Strip and the suffering it causes is never acceptable, and cannot be justified politically and morally. His Highness noted the continuous efforts made by the State of Qatar to alleviate the suffering of its Palestinian brothers in Gaza, making unremitting efforts to rebuild the Strip and provide fuel to facilitate living conditions there.
On the Syrian issue, His Highness held the Syrian regime responsible for the failure of negotiations to end the Syrian crisis. HH stressed that the suffering of Syrian children is a disgrace to the international community, and there is a need to take steps based on Arab League resolutions and international references to end this crisis and achieve the aspirations of the Syrian people, who paid the price of their freedom and more.
Also during his speech at the Kuwait summit, HH the Amir called for the creation of an integrated Arab regional system, where all of the countries' interests are united to achieve progress and prosperity for the Arab people.
Sharm El-Sheikh Summit 2015
In March 2015, HH the Amir Sheikh Tamim bin Hamad Al-Thani participated in the opening session of the 26th regular session of the Arab League Council at the summit level in Sharm El Sheikh, Egypt.
HH the Amir delivered a speech at the first working session of the Sharm El Sheikh summit meetings, where HH reiterated that the Palestinian issue is a priority and that peace, stability, and security will not be achieved in our region unless a just and comprehensive settlement is reached based on the resolutions of international and Arab legitimacy and in accordance with the principle of Two-State Solution.
His Highness called on the UN Security Council to assume its moral and legal responsibilities and take the initiative to specify the necessary actions and measures to end the Israeli occupation and establish an independent Palestinian State with its capital in East Jerusalem, in accordance with the resolutions issued by the Council, namely, the resolutions (242) and (338), under the provisions of Chapter VII of the United Nations Charter, and within a clear political action plan and a frame of a specific timetable.
He also stressed the need for Arab action internationally to stop settlements and lift the siege on the Gaza Strip, which suffers an unprecedented humanitarian crisis in history as a result of the continuation of this unjust siege that foreshadows dire consequences.
On the growing phenomenon of terrorism and its spread in many Arab countries, which represents a serious threat to Arab regional security and international security alike, HH the Amir stressed that the phenomenon of terrorism cannot be separated from the many factors that have accumulated over the past decades.
His Highness made it clear that whatever the reasons, terrorism cannot be justified. The Arab League condemns terrorism in all its forms and manifestations, so it must work to eradicate it from its roots, because it is a threat to Arab societies and their national unity, paralyzing the ability to give, and build human and civilized interaction. As for the long term, it is necessary to address its causes and confront the factors that led to its emergence, with the need to differentiate between terrorism and resistance to occupation and the right of people to struggle for self-determination.
On the Libyan issue, HH the Amir emphasized Qatar's firm position regarding the developments of the situation in Libya. Qatar remains supportive of the national dialogue between all parties based on Qatar’s vision that there is no military solution in Libya, and that the only way out from the repercussions of the crisis is a political solution that respects the will of the Libyan people, meets their legitimate aspirations for security and stability, and creates the conditions for rebuilding the state and its institutions with the participation of all Libyan political and social forces, without exclusion or marginalization, away from foreign interference.
His Highness also affirmed Qatar's support for the efforts made by the United Nations and Libya's neighboring countries aimed at activating the national dialogue between all parties to reach a political solution that fulfills the aspirations and hopes of the Libyan people.
In his speech, His Highness reaffirmed that achieving development for the people of the region is the main basis for the independence of their will and decisions, and is the guarantor of a decent life for the people. HH called for real and actual economic integration between Arab countries, especially in food security and education policies and the development of marginalized areas.
HH the Amir said that other countries have merged into regional economic blocs to preserve their interests, while, so far, the Arab efforts have not achieved the hoped-for economic unity.
His Highness noted that the time has come to reform the Arab League and raise its structure to the level of challenges facing the nation. At every historical turning point, it is proven that no one is with the Arabs if they are not with themselves, and if they didn't do what shall be done, HH added.
Nouakchott Summit 2016
HH the Amir Sheikh Tamim bin Hamad Al-Thani also participated in the opening session of the meetings of 27th regular session of the Arab League Council at the summit level, under the slogan "Summit of Hope" held in the Mauritanian capital Nouakchott in July 2016.
Amman Summit 2017
In March 2017, HH the Amir along with the leaders of Arab countries, participated in the opening session of the meetings 28th regular session of the Arab League Council at the summit level (Amman Summit 2017), held at the Dead Sea in Jordan.
His Highness delivered a speech at the first working session of the summit, where HH reiterated that the Palestinian issue remains at the forefront of the Arab's priorities, despite the stagnation of the peace process due to the intransigent positions of the Israeli government, the breach of its obligations and commitments, its attempts to impose a fait accompli with the intensification of settlements in the occupied Palestinian territories and the Judaization of Jerusalem, which constitutes a threat to the regional and international stability and security.
He explained that Qatar's firm stance on the Palestinian issue is the Arab stance that is committed to the peace process with a comprehensive, just, and lasting settlement based on international legitimacy and the Arab Peace Initiative, which is based on the principle of the two-state solution to ensure the establishment of the Palestinian state on the borders of June 4, 1967, with Eastern Jerusalem as its capital, the right of return for Palestinian refugees, and an end to the Israeli occupation of all Arab lands, including the Syrian Golan.
On the Syrian issue, HH the Amir stressed that Arabs must continue to carry out their humanitarian duties towards the Syrian people in the areas of displacement in Syria and areas of asylum outside it, and deal with the Syrians who dealt with a situation that no one has been exposed to in the modern era, and who have withstood and preserved their dignity. HH expressed his great appreciation to Jordan and Lebanon for the great efforts made in receiving their Syrian brothers.
On the situation in Libya, HH the Amir stressed that the Libyan have no choice but dialogue and consensus, and to move forward on the path of a political settlement to include all political forces in Libya without exclusion. Rejecting this will cause chaos and the return of dictatorship, which are two sides of the same coin.
Out of the close fraternal ties between the State of Qatar and the State of Libya and its people, HH affirmed the State of Qatar's commitment to continue supporting the Libyan brothers, helping them to overcome their differences and making the path of political settlement successful and complete.
On the Yemeni issue, HH the Amir reiterated the concern for the unity, independence, and territorial integrity of Yemen, and supported the mission of the United Nations Special Envoy for Yemen and efforts to resume political consultations to reach a political solution according to the reference of the Gulf Initiative, the outcomes of the Yemeni national dialogue conference and resolutions of international legitimacy.
His Highness stressed that the State of Qatar will remain faithful to its pledge and spare no effort in contributing effectively to joint Arab action to achieve security, stability, and sustainable development for the Arab people.
Tunis Summit 2019
In March 2019, HH the Amir Sheikh Tamim bin Hamad Al-Thani along the Arab leaders, attended the opening session of the meetings of 30th regular session of the Arab League Council at the summit level held in Tunis.
HH the Amir's participation in the 31st regular session of the Arab League Council in Algeria confirms his constant keenness to activate joint Arab action to achieve the aspirations of the peoples of the region for the development, stability, and security of the region and the world. (QNA)
