Ministry of Public Works reveals the projects stoppage and the Gov.

An official at the Ministry of Planning and International
Cooperation revealed that the Ministry of Public Works and roads and
the concerned bodies are preparing to hold a national conference on
construction sector.The conference will be held in cooperation and
coordination with the Ministry of Planning and International
Cooperation and the World Bank aims to improve the implementation
mechanisms of the construction sector.

He said that the conference will assess the construction sector and
its needs like rehabilitation, training and identifying its
strengths and addressing its weaknesses, which would contribute to
accelerating the projects implementation and increasing the capacity
of foreign funds and projects funded locally.

"Currently the procedures of singing a contact with an international
consultant are going on to enable him start his works soon." The
official said.

The source did not specify the exact date of the conference, but the
Ministry of Planning and International Cooperation started its
preparations for the conference several months ago, and the
concerned ministries, governmental bodies and the private sector
were requested to participate in the conference by their work
papers, studies and special reports.

The source pointed out that the Government has improved the
mechanisms of implementations during the last period by
rehabilitating and training the construction sector. It also
reviewed all laws and legislations on the rehabilitation and
classification of the local and foreign contractors working in
Yemen, in order to improve the implementation performance of the
projects.

The ministry of Public Works and Roads revealed in a report
submitted to the cabinet the causes of the projects failure and the
most important of the causes is the direct assignment of the
contractors not qualified in terms of technical and financial
capability to implement many projects, and the huge expansion in the
implementation contracts beyond the financial capabilities of the
investmental budgets of the Ministry and its technical and personnel
capabilities.

It also includes other reasons behind the failure projects
particularly when the contractors to prepare the design of their
projects they did not prepare the projects studies and design works
and the absence of an organizational vision for scheduling the
underway projects including failure projects.

The report also said that the Ministry of Public Works had already
diagnosed the reasons that led for the failure of many road projects
and prepared the right plans and programs that address them, through
the accurate diagnosis of the factors that led to the failure of
these projects.
