Justice Ministry launches "Adl" Strategic Project for
Riyadh, July 07, SPA -- The Ministry of Justice has launched at the
beginning of this year, 'Adl' project named after King Abdullah bin
Abdulaziz Al Saud, for the development of the Judiciary and
Documentation, in cooperation with the national and international
experts including KFUPM's (King Fahd University for Petroleum and
Minerals) Research Institute.
The launch of the draft 'Adl' project is based on the royal
directives to work on the development of working mechanisms and
procedures of litigation and documentation to guarantee proper
administration of justice which leads to rapid delivery and
settlement of litigation, according to Islamic Sharia and as an
implementation of the New Judiciary System and its Mechanism.
The draft project is characterized by a number of new features such
as raising the level of judicial guarantees, through multiple levels
of litigation and the creation of the Courts of Appeal, the Supreme
Court and the principle of specialization of work in the
consideration of cases through specialized commercial, labor, penal,
personal status and traffic courts.
'Adl' Project is preparing a long-term strategic plan for the next
20 years from 1430H to 1450H, for the development of the judiciary's
facilities and documentation centers in all areas related to it,
which will help the Ministry to perform its mission properly.
This plan includes identification of an ambitious vision for the
future, a clear message - the criteria to evaluate the performance
and achievement, mechanisms for implementation of the plan which is
responsive to the needs of the judiciary system, including goals,
objectives and strategies required for the development of this
facility and its development.
The scope of the 'Adl' project includes various bodies under the
aegis of the Ministry of Justice, taking into account all the
relationships and linkages with relevant government authorities,
which some concerned official of those bodies have been invited to
participate in the workshops that preceded the launch of the project,
including the Ministry of the Interior; the Ministry of Finance; the
Court of Grievances, Imam Mohammed bin Saud Islamic University; Naif
Arab University for Security Sciences; the Institute of Public
Administration (IPA); Saudi Arabia General Investment Authority
(SAGIA), Saudi Commission for Investigation And Prosecution (CIP) and
other bodies.
The strategic project takes into account the activation of a number
of themes, namely:
1- Human resources, which aims at identifying the future needs of
the ministry and the mechanics of polarization and exclusion, skills
development and professional growth.
2-organizational structures, which aims at the development of main
and subsidiary organizational structures of judiciary and the
documentation in the Kingdom.
3- Procedures, systems and models which aim at examining and
assessing the current procedures and administrative works in
judiciary systems and documentation and proposing optimal means of
streamlining and re-engineering as well as using the appropriate
modern technology.
4- Judicial environment which aims at examining the current status
of the components of judicial atmosphere and identifying needs and
proposing the necessary means of development.
5- Judicial culture, which aims at formulating a strategy to
strengthen the requirements of the judicial culture of the employees
of the judiciary and documentation in the Kingdom of Saudi Arabia and
its related entities.
