New Investment Law: Large Investors will get up to 10 years of tax stability

Bishkek, Sept. 17, 2025 /Kabar/. On August 12, 2025, President Zhaparov signed the law on Investments in the Kyrgyz Republic. As the Director of the National Investment Agency under the President Ravshanbek Sabirov reported today on Birinchi Radio, the law is aimed at creating a favorable investment climate, stimulating the attraction of national and foreign investments, establishing equal legal principles and guarantees for the protection of investors' rights. The document is also aimed at promoting sustainable economic and social development of the country.

Among the key provisions of the law are the principles of investment policy, including the rule of law, justice, transparency and investment protection. A stabilization regime has been introduced for large investors, allowing them to apply more favorable tax and non-tax conditions up to 10 years. The law enshrines a ban on unjustified expropriation with a guarantee of compensation at market value, and also strengthens the role of the authorized investment body to support projects and protect investors' rights, he said.

Sabirov noted that the document for the first time introduces the concepts of modern financial instruments, such as futures, factoring, options and venture financing, which will expand the opportunities for investors. He added that the new law complies with international standards, clearly regulates relations between the state and investors and creates equal conditions for all market participants.
